The earth is provided in property on condition of preliminary (within 2 years) ownerships and uses by it under lease according to the signed agreement.
The government of Turkmenistan has the right to provide the earth in property to the certain land users providing high performance and quality of agricultural products without condition of preliminary lease of land.
The government of Turkmenistan proceeding from amount and structure of land fund, irrigational condition of lands and the level of development of agricultural production has the right to determine nature and types of ownership and use of the earth in each administrative and territorial unit.
