Chapter I. General provisions

Article 1. Subject of regulation and purpose of this Federal Law

This Federal Law according to the conventional principles and rules of international law governs the relations in system of compulsory social insurance, determines legal status of subjects of compulsory social insurance, the basis of origin and procedure of their rights and obligations, responsibility of subjects of compulsory social insurance, and also establishes bases of state regulation of compulsory social insurance.

Compulsory social insurance - part of the state system of social protection of the population which specifics is the insurance of the working citizens upon possible change of financial and (or) social position performed according to the Federal Law, including owing to circumstances.

Compulsory social insurance represents system of the legal, economic and organizational measures created by the state directed to compensation or minimization of effects of change of financial and (or) social position of the working citizens, and in cases, stipulated by the legislation the Russian Federation, other categories of citizens owing to achievement of retirement age, approach of disability, loss of the supporter, disease, injury, labor accident or occupational disease, pregnancy and childbirth, the birth of child(children), child care aged up to one and a half years and other events established by the legislation of the Russian Federation on compulsory social insurance.

Operation of this Federal Law extends also to persons who are independently providing themselves with work and to other categories of citizens if the legislation of the Russian Federation provides payment by them or for them insurance premiums for compulsory social insurance (further also - insurance premiums).

The procedure for compulsory social insurance of unemployed citizens is determined by the Federal Laws on specific types of compulsory social insurance.
