About approval of the Concept of the Integrated electronic document management system

Based on the Law on electronic documents and digital подпис N264-XV of July 15, 2004. (The official monitor of the Republic of Moldova, 2004, Art. N132-137 710), and also for the purpose of ensuring creation of the Integrated electronic document management system in bodies of public management the Government DECIDES:

1. Approve the Concept of the Integrated electronic document management system it (is applied).

2. Appoint as the operator of the Integrated electronic document management system in bodies of public management the state company "Center of Special Telecommunications" which will perform step-by-step implementation of this system, provide its functioning, safety, servicing and the subsequent upgrade.

3. Determine that customer of the Integrated electronic document management system in bodies of public management is the Government office.

4. To the ministry of information development jointly with Service of information and safety of the Republic of Moldova:

provide creation and implementation of the Integrated electronic document management system in bodies of public management according to the approved concept;

in a month to develop and submit for approval the action plan on creation of the Integrated electronic document management system in bodies of public management;

accelerate process of creation of the Center of electronic control.

5. To impose control over the implementation of this resolution on Government office.

The concept of the Integrated electronic document management system

Introduction

Acceleration of scientific and technical progress involves increase in paper flow of documents. The computerization of bodies of public management, on the one hand, allows to create in a short space of time large number of paper documents, and on the other hand, owing to lack of the legislation, the special software, the prepared personnel and single system approach to creation of information system, does not allow to use possibilities of information technologies for the automated document handling on paper and to exercise the automated control of their execution.

The electronic document management system is one of the most important mechanisms of electronic board.

Adoption of law on the electronic document and the digital signature of N264-XV of July 15, 2004 allowed to start the practical solution of task of transition from turnover of paper documents to electronic document management.

This concept is developed based on the specified Law and determines the main functions of the Integrated electronic document management system in bodies of public management, information space of System, and also interaction with other information systems and resources.

Efficiency of accomplishment by the state of the functions is determined by three components:

efficiency of internal work of each organization separately;

efficiency of interaction of bodies of public management among themselves;

efficiency of interaction with citizens and the companies.

Implementation of the Integrated electronic document management system will allow to increase essentially efficiency of all three links, to optimize organizational procedures and to make them simpler and logical.

Section I. General provisions

1. Basic concepts

In this concept the following concepts and determinations are used:

The integrated electronic document management system (further - ISED) - the information system intended for complex realization of processes of the automated clerical work;

the automated clerical work - the activities providing documentation of management activity and the organization of work with official documents, performed using information and telecommunication technologies;

structural unit of ISED - legal unit or its structural division in which the ISED standard software and hardware complex is established;

electronic document management - set of processes of creation, processing, departure, transfer, obtaining, storage, change and/or destruction of electronic documents using information and telecommunication technologies;

the electronic document (further - the document) - the information electronically created, structured, processed, stored, transmitted by means of the computer, other electronic devices or program and technical means, signed by the digital signature;

the addressee of the document - physical person or legal entity or the state which the electronic document goes;

the internal addressee - the addressee in structural unit of ISED;

the external addressee - the addressee out of this structural unit of ISED;

registration card - set of identification characteristics (metadata) of the electronic document;

control card - data set about contractors and completion dates of the electronic document;
