1. Approve the enclosed Regulations on procedure for licensing of subsurface use.
2. Bring in the order of the Government of the Kyrgyz Republic of June 14, 2000 No. 338 "About licensing of subsurface use and use of small fields of popular minerals in the Kyrgyz Republic" the following change:
to exclude paragraph two of Item 1.
3. This resolution becomes effective in 15 days from the date of publication in mass media.

5. Provision of mineral rights is performed:
- for fields of nation-wide value - by carrying out tenders;
- for all other objects - by direct negotiations;
