being guided by aspiration to further development and strengthening of the friendship existing between both states
considering interest of the Parties in providing with presidential and government communication management officials of the Russian Federation and the Republic of Kazakhstan in case of their flights by special airplanes over the territories of both states,
agreed as follows:

The organization of such bonds is made according to regulations of the Agreement between the State Parties of the Commonwealth of Independent States on safety of the cryptography tools of May 15, 1992 and the Protocol to it of February 11, 1993.
The competent organizations of the Parties responsible for providing and technical operation of presidential and government communication when flying by special airplanes of management officials of the Russian Federation and the Republic of Kazakhstan are: in the Russian Federation - Federal Guard Service of the Russian Federation and the Federal Agency of Government Communications and Information in case of the President of the Russian Federation, and in the Republic of Kazakhstan - Committee of homeland security.
