This Law establishes procedure for departure of citizens of the Republic of Belarus for employment abroad, attraction of foreign labor power to the Republic of Belarus and determines precepts of law of protection of migrant workers.

Article 1. Scope of the Law

Operation of the Law extends to state bodies, other legal entities and the individual entrepreneurs who are engaged in the direction of citizens of the Republic of Belarus for labor activity abroad, attraction of foreign labor power to the Republic of Belarus on the employers of the Republic of Belarus signing employment contracts with migrant workers and also to migrant workers and members of their families.

This Law is not applied to foreign citizens and stateless persons:

a) to which the status of the refugee either additional protection or shelter in the Republic of Belarus are provided;

b) petitioning for provision of the status of the refugee or additional protection or shelter in the Republic of Belarus;

c) constantly living in the territory of the Republic of Belarus;

d) working in the diplomatic representations and consular establishments accredited in the Republic of Belarus, representative offices of the international organizations, the foreign firms which are in the territory of the Republic of Belarus;

e) working in the organizations created in the territory of the Republic of Belarus according to international treaties of the Republic of Belarus, to scientists and cultures;

e) to the priests who are engaged in religious activities in officially the religious organizations registered in the Republic of Belarus;
