About the basic principles of the state agrarian policy for the period till 2015

Priority of development of agro-industrial complex and social development of the village in national economy is caused by the exclusive importance and indispensability of the made products of agricultural industry in life activity of the person and society, requirement of revival of the peasantry as owner of land, the carrier of morals and national culture.

Article 1. General provisions

The basic principles of the state agrarian policy are aimed at providing constant development of the agrarian sector of national economy for the period till 2015, systemacity and complexity when implementing actions for realization of the state agrarian policy by all public authorities and local government bodies.

The state agrarian policy is based on national priorities and considers need of integration of Ukraine into the European Union and world economic space.

The main components of the state agrarian policy are the complex of the legal, organizational and economic measures directed to increase in efficiency of functioning of the agrarian sector of economy, the solution of social problems of rural population and ensuring complex and constant development of the rural territories.

The basic principles of the state agrarian policy extend on rural and fishery, the food industry and conversion of agricultural products (the daleeagrarny sector), agrarian science and education, the social sphere of the village, their material and financial provision.

Article 2. Purpose of the state agrarian policy

The state agrarian policy is directed to achievement of the following strategic objectives:

guaranteeing food security of the state;

transformation of the agrarian sector to the sector of economy of the state, highly effective, competitive in the internal and external markets;

preserving peasantry as carrier of the Ukrainian identity, culture and spirituality of the nation;

complex development of the rural territories and the solution of social problems in the village.
