About approval of the Regulations on costs planning for forming of rate, accounting and calculation of cost of services in transfer of electrical energy

For the purpose of improvement of determination of the principles, rules and procedures of planning, accounting and calculation of cost of services in transmission of electricity, essential simplification of interaction between production, transfer and electric power consumption of JSC NES Kyrgyzstana.

According to item 6 of the Regulations on the Ministry of Industry, Energy and Fuel Resources of the Kyrgyz Republic, the approved order of the Government of the Kyrgyz Republic of March 26, 2007 I order to No. 86:

1. Approve the Provision "About Costs Planning for Forming of Rate, Accounting and Calculation of Cost of Services in Transfer of Electrical Energy".

2. Direct this Provision "About Costs Planning for Forming of Rate of Accounting and Calculation of Cost of Services in Transfer of Electrical Energy" to state registration in the Ministry of Justice of the Kyrgyz Republic.

3. This Provision becomes effective after state registration in the Ministry of Justice of the Kyrgyz Republic and the subsequent official publication in the Tabloid of "Erkin-limited liability partnership", "Regulations of the Government of the Kyrgyz Republic, the ministries, State Committees, administrative departments, Social fund of the Kyrgyz Republic, National Bank of the Kyrgyz Republic and local self-government of the city of Bishkek".

4. Notify the Ministry of Justice of the Kyrgyz Republic on source of official publication of this order.

5. To impose control of execution of this order on Prospective development department of the industry and power and legal department of the ministry.

Regulations on costs planning for forming of rate, accounting and calculation of cost of services in transfer of electrical energy

SECTION 1. MAIN FEATURES of the POWER COMPANY, PRINCIPLES of PLANNING, ACCOUNTING AND CALCULATION of COST of SERVICES IN TRANSMISSION OF ELECTRICITY (OTHER TYPES of PRODUCTS of WORKS AND SERVICES)

1.1. General provisions

This Provision is constituted on the basis of requirements of International accounting standards and completely corresponds to Accounting policy of JSC Natsionalnaya Elektricheskaya Set Kyrgyzstana (further in the text of JSC NESK), to normative requirements of the current legislation for regulation of activities of power, accounting and the reporting in the Kyrgyz Republic.

The provision is developed for the purpose of forming of single approach in case of determination of structure of the costs included in the cost of services in transmission of electricity when pricing (rates).

JSC Natsionalnaya elektricheskaya set Kyrgyzstana including power networks and substations of 110-220-500 kV and other devices and the equipment provides transformation of electrical energy and transfer (transportation) to its potrebitelyamraspredelitelny power companies (REK), large industrial consumers (LIC), for export and to others.

The service fee on transfer of electrical energy on high-voltage networks of JSC NESK is applied to the following consumers of services:

1. REK;

2. CHECK POINT;

3. ES - to the developing sources (by agreement)

4. for export (adjacent power supply systems);

5. to other organizations and companies.

JSC Natsionalnaya elektricheskaya set Kyrgyzstana includes the following functions:

- use of production capacities of NESK connected with transfer of electrical energy on networks of 110-500 kV for subjects of energy market;

- supervisory control of national power grids (operator of power supply system);

- observance of the approved reliability parameters (time of emergency idle times, stays under repair);

- the management of the modes of production and consumption of electrical energy and capacity in the Kyrgyz power supply system in real time realizing conditions of agreements of purchase - sale, transfer and electric power consumption (the operator of power supply system);

- the management of the modes of interstate overflows of electrical energy and capacity in real time realizing conditions of agreements of purchase - sale, transfer and electric power consumption (the operator of power supply system);

- rendering services to subjects of adjacent power supply systems on regulation of frequency (covering of irregularity of daily schedules of overflows of capacity and transit of electrical energy on national power grids);

- provision of the measuring equipment or uchetnoizmeritelny dismissed for implementation with consumers of services;

- ensuring reliable and safe operation of the energy equipment in compliance with the existing standard rates and rules, implementation of repairs and testing, production of construction works, reconstruction and upgrades of the equipment;

- provision of information on development programs and handling capacity of power networks of NESK to subjects of energy market of electrical energy (capacity).

1.2. Purposes and tasks of provision

Main objective of this provision is determination of the principles, rules and procedures of planning, accounting and calculation of cost of services in transmission of electricity (other types of products, works and services) in JSC NESK having the main power lines and objects of electric grid economy carried to national power grid on the property rights or other legal causes.

The main task of this provision is forming of cost of services in transmission of electricity, for adequate redistribution of the made economic cost, for the benefit of development of energy potential of JSC NESK in production and financial accounting.

At the same time the Provision carries out the following complex of tasks:

- ensuring technical reasons for production costs of JSC NESK on safety, reliability and uninterruptedness of electric supply of consumers;

- reflection of actual economic cost in the course of transfer of electrical energy on stages of engineering procedure;

- reasons for the planned, considered and calculated costs for transmission of energy for determination of rate for electrical energy (other types of products, works and services);

- expression of the general principles and rules on planning, accounting and calculation of cost of electrical energy (other types of products, works and services).

SECTION 2. FEATURES, TASKS OF PRODUCTION PROCESS AND RESOURCES OF THE COMPANY OF HIGH-VOLTAGE POWER NETWORKS OF PVES)

2.1. Features of production process

The utility power system of the company of power networks consists of the equipment, relay protection, automatic equipment and telemechanics. All these devices and the equipment provide continuity of transmission of electricity from electric utility service sources to consumers, maintenance of tension, frequency, sinusoidal form of electric current in the regulated parameters.

The main consumer requirements to utility power system is ensuring reliability and safety of operation of devices, that is accomplishment of project functions and operational parameters by them in the set limits during the established periods.

Management of reliability and uninterruptedness of electric utility service consists in the prevention of refusals of different elements of power networks which can lead to violation of engineering procedures of consumers, and also bystry recovery of the broken electric utility service without causing essential damage to consumers of electrical energy.

One of the main production objectives of the company of power networks is holding actions for increase in operability of power supply facilities.
