About procedure for content and use of objects of space infrastructure for the benefit of accomplishment of space programs

The State Parties of this agreement, being guided by provisions of Agreements on joint activities for research and use of space of December 30, 1991 on Strategic Forces of December 30, 1991, and about the status of Strategic Forces from 14 February of 1992,

recognizing need of preserving and development of single space infrastructure for effective research and use of space for the benefit of the national economy, science, international cooperation,

considering that space infrastructure was created by the combined efforts of the State Parties of the Commonwealth, and proceeding from the legal acts adopted by the State Parties of the Commonwealth

agreed as follows:

Article 1

Objects of space infrastructure (the Baikonur and Plesetsk spaceports, technical, starting, landing complexes, areas of fall of the separated fragments of launch vehicles, control centers of flight of space objects, the Center of training of astronauts, the command and measuring complexes, collection points and information processing, arsenals and other objects) located in the territories of the Azerbaijan Republic, the Republic of Belarus, the Republic of Kazakhstan, the Russian Federation, Turkmenistan, the Republic of Uzbekistan and Ukraine are property of these states.

Right to use immovable, uses and ownerships of personal estate of these objects is transferred based on special agreements to Strategic Forces (Management of the Chief of Space Means (MCSM)) of the Commonwealth of Independent States or other concerned parties.

Coordination of use of space infrastructure for accomplishment of interstate and independent programs of research and use of space is performed by Interstate council on space.
