About carrying out experiment on the state support of provision of the educational credits to students of the educational institutions of higher education having the state accreditation

For the purpose of development and approbation of mechanisms of the state support of educational crediting the Government of the Russian Federation decides:

1. Determine that in 2007 - 2013 the experiment on the state support of provision of the educational credits to students of the educational institutions of higher education having the state accreditation directed on is made:

increase in availability of high-quality higher education, strengthening of social orientation of education system, including for citizens from needy families;

identification of potential and perspectives of educational crediting in the existing legal and economic environment;

preparation of offers on development of regulatory legal acts concerning educational crediting.

2. Approve enclosed:

Regulations on procedure for carrying out experiment on the state support of provision of the educational credits to students of the educational institutions of higher education having the state accreditation;

Rules of compensation for the account of means of the federal budget of part of expenses of guarantors on guarantee agreements on the educational credits provided to students of the educational institutions of higher education having the state accreditation.

3. To the Ministry of Education and Science of the Russian Federation:

develop and approve till October 1, 2007 document forms, necessary for implementation of this resolution;

represent annually since 2008 to the Government of the Russian Federation in the I quarter of calendar year and upon termination of the experiment specified in Item 1 of this resolution, the report on the course of carrying out experiment.
