About demographic safety of the Republic of Belarus

This Law establishes legal and organizational basis of ensuring demographic safety.
In this Law the following basic concepts and their determinations are used:
demographic safety - condition of security of social and economic development of the state and society from demographic threats under which development of the Republic of Belarus according to its national demographic interests is provided;
demographic threats - the demographic phenomena and tendencies which social and economic effects make negative impact on sustainable development of the Republic of Belarus;
national demographic interests - set of the balanced demographic interests of the state, society and personality on the basis of constitutional rights of citizens of the Republic of Belarus;
demographic interests of the state and society - forming like reproduction of the population which main characteristic features are lack of depopulation, consciously regulated birth rate directed to complete substitution of parent generations, steadily decreasing death rate and increase in life expectancy, progressive age and sex structure of the population, optimum internal and external migratory processes, strengthening of family as the social institute optimum for realization of the developed need for children, their education;
demographic interests of the personality - forming of the conditions providing healthy and long life, complete realization of the existing individual need for children, freedom of territorial movements;
population policy - the activities of republican state bodies and social institutes directed to creation of steady quantitative and high-quality parameters of reproduction of the population;
the reproductive rights - opportunity for all married couples and individuals it is free to make the decision concerning the number of the children, intervals between their birth, time of their birth and to have for this purpose necessary information and means.
