About state regulation of the prices (rates) for products (services) of the companies and associations monopolists

For the purpose of prevention of artificial overestimate of the prices (rates) by the companies and associations monopolists and the prevention of the obstacles in way of development of entrepreneurship and the competition resulting from it, ensuring consumer protection I decide:

1. The prices (rates) for exclusive products (services) of the companies and associations included in "The state register of enterprise monopolists" irrespective of form of their property, are regulated by the state in the form of establishment of limit of the prices (rates), introduction of fixed prices, establishment of limit of profitability, declaring of change of free prices (rates).

2. To the Ministry of Economics annually to set profitability limit on other exclusive products (services) of the companies and associations included in "The state register of enterprise monopolists".

3. Determine that in connection with changes of conditions of placement and development of production, sales of products (services) the Ministry of Economics can change ahead of schedule in coordination with the relevant state bodies the profitability limit set for enterprise monopolists.

4. Determine that for the purpose of stimulation of development of production, implementation of the new equipment and technology, release of new types of products of effective use of internal reserves of production, expense reductions, decrease materialo-and labor inputs state regulation of the prices (rates) for products (service) of enterprise monopolists does not extend:

* on part of products made in current period over the amount made during the corresponding period of last year (in kind);

* on products of new types and the highest category (within two years since the beginning of their serial production).
