About rules of ethical behavior of government employees

This Law establishes rules and the principles of ethical behavior of government employees and legal mechanisms connected with their observance.

Chapter 1. General provisions

Article 1. Law coverage

1.1. These rules extend to all persons having the status of the government employee.

1.2. Each government employee shall, being guided by rule of law, human rights, democratic principles and rules highly - ethical behavior, to observe provisions of this Law.

Article 2. Law purposes

2.0. The purposes of this Law are:

2.0.1. increase in the authority of state bodies and public service, increase in trust of citizens to state bodies and government employees;

2.0.2. increase in efficiency and transparency of activities of state bodies and government employees;

2.0.3. prevention of corruption in state bodies and collisions of interests in activities of government employees;

2.0.4. ensuring compliance by government employees with rules of ethical behavior;

2.0.5. informing citizens on the behavior expected from government employees;

2.0.6. expansion of opportunities of citizens to influence assessment of activities of state bodies and government employees.

Article 3. Legal regulation of office behavior

3.1. Office behavior of the government employee are activities for implementation provided to it by the legislation of the rights and accomplishment of obligations. The office behavior of the government employee shall be based on the rules and the principles of ethical behavior established by this Law.

3.2. The office behavior of the government employee is regulated by this Law and other regulatory legal acts.

3.3. Norma, specifying the rules of ethical behavior established by this Law guarantees on their observance can be established by other regulatory legal acts of state bodies. The specified regulatory legal acts shall not contradict provisions of this Law.
