This Law establishes procedure for the organization and holding meetings, meetings, street processions, demonstrations, picketing and other mass actions and is directed to creation of conditions for realization of constitutional rights and freedoms of citizens, ensuring public safety and procedure when holding these actions on streets, squares and in other public places.

Freedom of the mass actions which are not breaking law and order and the rights of other citizens of the Republic of Belarus is guaranteed by the state.

Chapter 1. General provisions

Article 1. Legislation on mass actions

The legislation on mass actions consists of the Constitution of the Republic of Belarus, this Law and other acts of the legislation.

Article 2. The basic concepts applied in this Law and their determinations

For the purposes of this Law the following basic concepts are applied:

mass action – meeting, meeting, street procession, demonstration, picketing and other mass action;

mass action on paid (paid) basis – other mass event which is held with the organization of paid access (participation) on it (in it) citizens;

other mass action – the sports and mass, cultural and spectacular, other spectacular or cultural action, religious action held in the places which are specially not intended for this purpose under the open sky or indoors;

meeting – joint presence of citizens in in advance determined place under the open sky or indoors at the scheduled time, gathered for collective discussion and the solution of the questions infringing on their interests;

meeting – mass presence of the citizens in certain place under the open sky who gathered for public discussion and expression of the relation to actions (failure to act) of persons and the organizations, to events of social and political life and also for the solution of the questions infringing on their interests;
