Agreement between the Government of the Russian Federation and Government of the Republic of Kazakhstan on creation of the International center for uranium enrichment

The government of the Russian Federation and the Government of the Republic of Kazakhstan which are hereinafter referred to as with the Parties

understanding need of every possible strengthening of non-proliferation regime of nuclear weapon and danger of distribution of sensitive nuclear technologies, including technology of uranium enrichment,

recognizing the right of the states to the non-discriminatory and guaranteed access to the benefits from peaceful use of atomic energy in case of observance of the obligations provided by the international non-proliferation regime of nuclear weapon by them

in view of that the Russian Federation and the Republic of Kazakhstan are agreement parties about non-proliferation of nuclear weapon of July 1, 1968,

considering that at the time of the conclusion of this agreement the Republic of Kazakhstan has no in the territory capacities on uranium enrichment,

dividing understanding that creation of the international centers for provision of services in the field of nuclear fuel cycle, including uranium enrichment, under control (guarantees) of International Atomic Energy Agency (further - IAEA) is crucial element of global infrastructure of the nuclear power allowing to provide equal access of all interested countries to atomic energy in case of observance of non-proliferation regime of nuclear weapon,

based on the Agreement between the Government of the Russian Federation and the Government of the Republic of Kazakhstan on cooperation in the field of peaceful use of atomic energy of September 23, 1993 and the Agreement between the Government of the Russian Federation and the Government of the Republic of Kazakhstan on enterprise integration of nuclear and fuel cycle of July 6, 1998,

proceeding from intentions of the Russian Federation and the Republic of Kazakhstan to develop nuclear power and to increase efficiency of bilateral cooperation by addition of cooperation capacities of both countries in the field of peaceful use of atomic energy,

agreed as follows:
