being guided by the aspiration to develop and deepen mutually beneficial cooperation in the field of communication for the benefit of political, economic and social development of the states,
agreed as follows:
The cooperation between the Parties within this agreement is performed according to the legislation of the states of the Parties.
The questions of the organization and operation of mail and electric service which are not provided by this agreement will be regulated by provisions of the Charter, Convention and Agreement on postal parcels of Universal Postal Union, and also provisions of the Charter, Convention, Administrative regulations and Recommendations of International union of telecommunication.
The specific directions and forms of cooperation in the field of mail and electric service are determined by administrations of communication of the states of the Parties in the free standing agreements signed between them.
The parties in case of need take the measures for further development of all types of service of communication approved among themselves.
The parties promote expansion of business contacts between administrations of communication, the companies and specialists for acquaintance with work of means and the organizations of communication of the states of the Parties by experience exchange and scientific and technical information in the field of mail and electric service.
The parties will not apply to each other the discriminatory measures interfering or complicating activities of administrations of communication of the states of the Parties in the third states and in relevant international organizations.
