1. Approve the enclosed Rules of radio engineering ensuring flights and aviation telecommunication.

Rules of radio engineering ensuring flights and aviation telecommunication

Chapter 1. General provisions

1. Rules of radio engineering ensuring flights and aviation telecommunication (further - Rules) determine procedure for the organization and implementation of activities for radio engineering ensuring flights and aviation telecommunication (further - RTOP and communication) in case of air traffic control for the purpose of safety and regularity of flights, take off and landing of aircrafts.

2. Requirements of these rules are implemented and provided leading and engineering personnel of services of operation of the radio engineering equipment and communication (further - ERTOS) and the organizations of civil aviation using the means of RTOP and communication ensuring safety of flights of aircrafts (далееВС) and productive activity of the organization of civil aviation in the activities.

3. In these rules the main determinations are used:

1) aviation air telecommunication - radio communication between onboard and aviation stations or between onboard stations;

2) the aviation fixed station - the station of aviation land telecommunication;

3) aviation land telecommunication - telecommunication between the certain fixed Items intended mainly for safety of air navigation, and also regularity, efficiency and profitability of air traffics;

4) aviation telecommunication - telecommunication intended for any aviation purposes;

5) index - the appointed number to the subscriber of telephone exchange, index of the station of network of the aviation fixed telecommunication, signal in radio network;

6) the channel of aviation telecommunication (the channel of transfer) - the set of technical devices and the circle of distribution of electric signals and radio signals providing information transfer from the sender to the receiver;

7) flight operational agency - the physical person or legal entity performing operation of aircrafts or offering the services in this area;

8) operating time - duration or amount of work of product measured in hours of raid, number of landings, number of cycles, operations, that is resource expense;

9) to NOTES - the notices sent by means of telecommunication and containing information on enforcement, condition or change of any aeronautical equipment, servicing and rules, or information on danger, the timely prevention of which is important for the personnel connected with accomplishment of flights;

10) object of radio engineering ensuring flights and aviation telecommunication (further - object of RTOP and communication) - set of means of radio of technical supply of flights and aviation telecommunication, service and processing equipment (means of autonomous power supply, the communication line, management) placed on the area in the stationary or mobile options serviced by engineering personnel and intended for ensuring certain function in single system of servicing of air traffic, and also productive activity of the organization;

11) refusal of object (disruption of communication) - the event consisting in violation of operability of object (the channel of telecommunication), which led to the fact that object (the channel of telecommunication) cannot be used for ensuring accomplishment of function(s) during time of more admissible;

12) planned repair - the repair performed according to requirements of the specifications and technical documentation;

13) the user of network - the organization, service or the official having the appropriated index and networks of telecommunication using in the activities;

Limiting 14) condition - condition of product in case of which its further application is to destination inadmissible or inexpedient or recovery of its serviceable or operating state is impossible or inexpedient;

15) reservation - use of additional resources and (or) opportunities for the purpose of preserving operating state of object in case of refusal of one or several of its elements;

16) network of the aviation fixed telecommunication (further - AFTN) the world system of the aviation fixed chains which is part of aviation land electric communication and providing exchange to messages and/or digital data between the aviation fixed stations with similar or compatible coherent characteristics;

17) utility power system of object of radio engineering ensuring flights and bonds - the system combined by general process of generation and (or) transformation, transfer and electricity distribution and consisting of sources and (or) converters of the electric power, power networks, distributing devices, control units, control and protection which provide maintenance of its parameters in the set limits;

18) the shift engineer of service ERTOS - the operation personnel of service ERTOS working according to the replaceable schedule, organizing work of duty shifts of service ERTOS, exercising operating control and management of the automated and non-automated objects of RTOP, and also providing interaction of service ERTOS with adjacent services;

19) the message - the information which is passing on communication network and having the format determined by this network;

20) means of radio engineering ensuring flights and aviation telecommunication (means of RTOP and communication) - the technical tool produced and delivered in accordance with the terms of the producer and intended for accomplishment of certain function on radio engineering ensuring flights and (or) aviation telecommunication in single system of servicing of air traffic and (or) ensuring productive activity of the company of civil aviation;

21) service life - the calendar duration of operation of product from its beginning or renewal after repair before limiting condition;

22) the AFTN station - the station which is part of AFTN and operating as such with permission or under control of the state;

23) the scheme of connection - the scheme showing external connections of product;

24) running repair - the repair which is carried out for providing or maintenance of product and consisting in replacement and (or) recovery of separate parts;

25) technical resource (resource) - operating time from the beginning of its operation or its renewal after repair of certain type before transition to limiting condition;
