About provision to citizens of soft credits and one-time subsidies for construction (reconstruction) or acquisition of premises

For the purpose of realization of the state housing policies and the rights of citizens to the dwelling I decide:

1. Determine that:

1.1. soft credits are granted by open joint stock company "Belarusbank savings bank to the citizens having according to legal acts the right to the state support for construction (reconstruction) or acquisition of premises (except for the citizens recognized as persons in need in improvement of housing conditions on the additional bases provided by the organizations in collective agreements);

The foreign citizens and persons without citizenship who are constantly living in the Republic of Belarus have the right to soft credits on construction (reconstruction) or acquisition of premises on an equal basis with citizens of the Republic of Belarus if other is not provided by the laws and international treaties of the Republic of Belarus;

1.2. first of all soft credits are granted to the citizens called in subitem 1.1 of this Item on construction and reconstruction of premises;

1.3. the maximum size of soft credit is determined by the standard rates of total area of the under construction (reconstructed) premises established in subitem 1.6 of this Item and by the cost index of construction of 1 sq.m of total area of premises of standard consumer qualities for the corresponding type of residential buildings approved by local executive and administrative organs and shall not exceed 100 percent (for large families - 95 percent) construction costs of the normalized sizes of total area of premises of the standard consumer qualities determined according to subitem 1.7 of this Item, and in case of acceptance for operation of apartment houses (apartments) without performance of works which provide complete readiness of premises for operation and whose list is determined by Council of Ministers of the Republic of Belarus, - 90 percent (for citizens, constantly living and working in settlements with population to 50 thousand people, in the cities of Kobrin, Slutsk, Recyca, Svetlogorsk, and for large families - 95 percent);

1.3-1. for the purposes of this Decree large families are understood as the families having three and more minor children. The spouse (spouse) and their children (the family adopted, adopted) treat members of large family.

For receipt of soft credits and (or) one-time subsidies for construction (reconstruction) or acquisition of premises the families included in lists of the large families needing improvement of housing conditions and having the right to these credits and (or) subsidies in which for date of the conclusion of the credit agreement and (or) decision making about provision of subsidy there are at least three children aged up to 23 years which did not marry and living together with parents including persons receiving professional, secondary vocational, higher, postgraduate education in day form of education or mastering contents of the educational program of preparation for receipt in organizations of formation of the Republic of Belarus in day form of education in other settlements or undergoing compulsory military service at the call of are recognized having many children behind which according to the legislation right to use by the premises occupied by parents remains;

For receipt of financial aid of the state in debt repayment on soft credits large families are recognized:

the families which are performing construction (reconstruction) or acquisition of premises and having three and more minor children for date of the conclusion of the credit agreement;

families in case of the birth (adoption, adoption) of third and the subsequent children after the conclusion of the credit agreement, in case of availability (taking into account been born, adopted, adopted) three and more minor children on birth date (adoptions, adoptions) the child;

1.4. the maximum term for which soft credits are granted shall not exceed 20 years (for the citizens who are constantly living and working in settlements with population to 50 thousand people in the cities of Kobrin, Slutsk, Recyca, Svetlogorsk, and for large families - 40 years).

The payment for use of these credits during the term of their repayment is established in the following sizes:

for the citizens who are constantly living and working in settlements with population to 50 thousand people in the cities of Kobrin, Slutsk, Recyca, Svetlogorsk, and for large families - 1 annual interest rate;

for other categories of the citizens having the right to soft credits - 5 annual interest rates.

The margin of open joint stock company "Belarusbank savings bank constitutes 3 annual interest rates.

In cases of employment and (or) resettlement of the citizens who are constantly living and working in settlements with population to 50 thousand people and in the cities of Kobrin, Slutsk, Recyca, Svetlogorsk, during issue of soft credit and implementation of construction (reconstruction) of premises to settlements with population over 50 thousand people (except for the cities of Kobrina, Slutsk, Recyca, Svetlogorsk), and also over 50 thousand people which are constantly living and (or) working in settlements with population (except for the cities of Kobrina, Slutsk, Recyca, Svetlogorsk), during issue of soft credit and implementation of construction (reconstruction) of premises to settlements with population to 50 thousand people and to the cities of Kobrin, Slutsk, Recyca, Svetlogorsk are made recalculation of the size of soft credit and change of conditions of its provision taking into account regulations, provided in subitem 1.3 of this Item and parts one and the second this subitem, for date of the conclusion of the credit agreement;
