For the purpose of ensuring the correct and uniform application of the legislation on the criminal cases connected with abuse of regulations of fire safety, destruction or damage of property by arson or as a result of careless handling of fire, the Plenum of the Supreme Court of the Russian Federation decides to make to courts the following explanations:

1. 2. In case of the solution of question of guilt of person in the abuse of regulations of fire safety which entailed approach of effects, the stipulated in Article 219 Criminal Code of the Russian Federation, courts need to find out in what improper execution or failure to carry out of these rules specifically consisted whether there is causal relationship between the allowed violations and the come effects and to specify it in sentence with reference to specific paragraphs of fire safety regulations which were violated.
