The purpose of this Law is regulation of the relations in the field of designing, constructions, reconstruction, repair, content of highways and use of them (further - in the field of highways).
The legislation on highways consists of this Law and other acts of the legislation.
The relations in the field of paid highways are governed by the separate law.
If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about highways then are applied rules of the international treaty.
In this Law the following basic concepts are applied:
the highway - the complex of the engineering constructions intended for movement of vehicles, providing their continuous and safe movement with the established speed, loading, dimensions and also the parcels of land provided for placement of this complex and space over it in the set limits;
users of highways - legal entities and physical persons, being participants of traffic or performing the activities permitted in accordance with the established procedure within strip of branch and roadside strip;
branch strip - the parcel of land provided in the procedure established by the legislation in permanent use for placement of the highway, the corresponding structural elements and engineering constructions of the highway, and also the buildings, constructions, protective and decorative afforestations necessary for its use;
roadside strip - the parcel of land adjoining strip of branch in which borders special conditions of use of lands for safety of the population and traffic circulation are established;
