This Law establishes the legal basis of regulation of the legal relationship connected with creation, accumulating, search, obtaining, storage, processing, distribution and use of scientific and technical information in the Republic of Belarus.
For the purposes of this Law the terms provided below have the following values:
scientific and technical information - data on the documents and the facts received during scientific, scientific and technical, innovative and public work;
documentary scientific and technical information - the scientific and technical information fixed on the material carrier with the details allowing to identify it;
resources of scientific and technical information - the documentary scientific and technical information organized in reference funds and bases of scientific and technical data;
reference funds - set of the arranged source documents (books, brochures, periodicals, patent documentation, the specifications and technical documentation, industrial catalogs, design documentation, reporting scientific and technical documentation on research, developmental and experienced and technological works, deposited manuscripts, transfers of scientific and technical literature and documentation, other published and not published scientific and technical documents) fixed on the paper, audiovisual, machine and other material carriers, and the help and search device intended for satisfaction of information needs of users (consumers) of scientific and technical information;
base of scientific and technical data - data set which is sufficient for the established purpose and is presented on the machine carrier in the form allowing to perform the automated conversion of information containing in it;
