2. The decision on creation of federal autonomous institution is made by the Government of the Russian Federation based on offers of federal executive bodies.

The decision on creation of federal autonomous institution by change like the existing federal budget or state institution is accepted by the federal executive body performing functions and powers on development of state policy and normative legal regulation in the corresponding field of activity concerning the organization which is under authority of this body or Federal Service or the federal agency subordinated to this body.

Functions and powers of the founder of federal autonomous institution are performed by the federal executive body specified in the decision on creation of federal autonomous institution and in the charter of federal autonomous institution.
