About the state secrets
This Law determines the legal basis of reference of data to the state secrets, their classifications, declassification and protection, and also governs the relations arising in case of the address with the state secrets for the purpose of ensuring national security of the Republic of Belarus.
In this Law the following basic concepts are used:
the state secrets - the data protected by the state for the purpose of prevention of their unauthorized distribution and creation of threat of homeland security of the Republic of Belarus and also to constitutional rights and freedoms of citizens;
security classification - the detail testimonial of degree of privacy of the data constituting the state secrets, containing on their carrier, which is put down on the carrier and (or) in the accompanying documentation on it;
the admission to the state secrets - the right to access to the state secrets of physical person or to the implementation of activities of the legal entity with use of the data constituting the state secrets authorized according to the procedure, established by acts of the legislation of the Republic of Belarus;
access to the state secrets - power on acquaintance and (or) work of physical person with the data constituting the state secrets, provided according to the procedure, established by acts of the legislation of the Republic of Belarus;
classification of the data constituting the state secrets, assignment of security classification to carriers of the state secrets and (or) the accompanying documentation on them and establishment of rules of the treatment of them;
protection of the state secrets - acceptance provided by this Law and other acts of the legislation of the Republic of Belarus of legal, organizational, technical, program and other measures on prevention of unauthorized distribution of the data constituting the state secrets;
