This Law determines legal, economic and organizational basis of regulation of the relations connected with implementation of road activities, ensuring safety of highways, improvement of their technological level and operational condition, use of highways for the purpose of requirements satisfaction of economy and the population in transport services.

Chapter 1. General provisions

Article 1. The main terms and their determinations applied in this Law

For the purposes of this Law the following main terms and their determinations are applied:

the highway - the complex construction intended for movement with the established speeds, loadings and dimensions of cars and other land vehicles and also the parcels of land provided for placement of the objects which are part of this construction;

the highway of uncommon use - the highway, held for use according to the procedure, established by its owner taking into account the requirements established by the legislation;

the highway public - the highway, held for use any persons taking into account the requirements established by the legislation;

construction of the highway - complex of engineering, infrastructure and management processes on highway construction;

road activities - activities for designing, construction, reconstruction, operation (content and running repair), capital repairs of highways, and also other related works (services);

road constructions - engineering (artificial) constructions (the bridge, the overpass, platform, tunnel and another) for the omission of vehicles, pedestrians, animal in places of crossing of the highway with natural or artificial obstacle;
