1. The state accounting of fields, including technogenic, inventories and shows of minerals (further - the state accounting) is system of collection, processing and data storage about results exploration and gornodobychny works. The purpose of the state accounting is permanent assessment of condition, perspectives of development, rational use of mineral resources, and also protection of mineral resources.
2. The state account is kept on the basis of reporting data on results of geological and film-making, search, exploration, thematic, research and other works in the field of geology, and also annual statements of the mining companies, reports on results of technological testing of mineral raw materials, feasibility statements, decisions of the State Commission on Mineral Reserves (further - State commission), other documents relating to assessment and write-off of inventories of minerals.
3. All mineral deposits, including technogenic, with the approved inventories constitute the State fund of mineral deposits (further - the state fund), and all previously estimated fields - reserve of this fund.
The state fund consists of the distributed and unallotted fund.
