The governments of state members of the Shanghai Cooperation Organization which are hereinafter referred to as with the Parties
wishing to develop good-neighbourhood, including by means of cooperation in the field of customs affairs,
aiming to promote by cooperation of Customs Services to development of passenger and freight traffic between the states of the Parties,
in view of that offenses in the field of customs affairs cause damage to economic interests of the states of the Parties,
convinced that observance of the customs legislation and fight against offenses in the field of customs affairs can be performed more successfully in case of cooperation of Customs Services of the states of the Parties,
wishing to give support and encouragement of regional economic cooperation in different forms, assistance to creating favorable conditions for trade and investments for the purpose of gradual implementation of free movement of goods, the capitals, services and technologies in the states of the Parties,
agreed as follows:
For the purposes of this agreement and further the following terms mean:
"customs legislation" - set of regulatory legal acts of the states of the Parties regulating procedure for import, export, movement or storage of goods which use and ensuring execution is assigned directly to Customs Service;
"Customs Services" - the central customs authorities of the Parties;
"offenses in the field of customs affairs" - any violation of the customs legislation of the states of the Parties;
"person" - any physical person or legal entity;
"drugs" - any substance, natural or synthetic, included in lists 1 and 2 of the Single convention on drugs of 1961 with the amendments entered in it according to the Protocol of 1972 on amendments to the Single convention on drugs of 1961;
"psychotropic substances" - any substance, natural or synthetic, or any natural mineral, 3 and 4 Conventions on psychotropic substances of 1971 included in lists 1, of 2,;
