This Law governs the relations arising in the course of activities of legal entities and physical persons in the field of energy saving for the purpose of increase in efficiency of use of fuel and energy resources and the legal basis of these relations is established.
Energy saving is priority of state policy in the solution of energy problem in the Republic of Belarus.
In this Law the following basic concepts are applied:
energy saving - the organizational, scientific, practical, information activities of state bodies, legal entities and physical persons directed to decrease in expense (losses) in fuel and energy resources in the course of their production, conversion, transportation, storage, production, use and utilization;
fuel and energy resources - set of all natural and transformed types of fuel and energy used in the republic;
secondary energy resources - the energy received during any engineering procedure as a result of underexploitation of primary energy or in the form of by-product of the main production and not applied in this engineering procedure;
effective use fuel and energy resursovispolzovaniye of all types of energy by economically justified, progressive methods in case of the existing level of development of the equipment and technologies and compliance with law;
rational use fuel and energy resursovdostizheniye of maximum efficiency of use of fuel and energy resources in case of the existing level of development of the equipment and technologies and compliance with law;
