This Law governs the relations in the field of protection of the population and the territories against emergency situations of natural and technogenic nature which are in modern conditions the most important part of safety.
This Law determines general organization-legal regulations in the field of protection of citizens of the Republic of Belarus, the foreign citizens and stateless persons which are in the territory of the Republic of Belarus, all land, water, airspace within the Republic of Belarus or its part, subjects to production and social appointment, and also the environment (further - the territory) from emergency situations of natural and technogenic nature (further emergency situation).
In this Law the following basic concepts are used:
emergency situation - the situation which developed in certain territory as a result of industrial accident, other dangerous situation of technogenic nature, catastrophic crash, natural hazard, natural or other disaster which entailed or can entail the human victims, damnification to human health or the environment, significant material damage and violation of conditions of life activity of people;
the prevention of emergency situations - complex of the events held beforehand and directed to the greatest possible reduction of risk of emergence of emergency situations, and also to preserving human health, decrease in the extent of the harm done to the environment and material damage in case of their origin.
The prevention of the socio-political, international conflicts and mass riots and measure for their settlement do not fall within coverage of this Law;
zone of emergency situation - the territory in which there was emergency situation;
