About condition and perspectives of development of general secondary education in Ukraine
Having heard and having discussed information of the Cabinet of Ministers of Ukraine on condition and perspectives of development of general secondary education in Ukraine, the Verkhovna Rada of Ukraine notes that the Cabinet of Ministers of Ukraine takes measures for accomplishment of the drawn-up plans of reforming of general secondary education, generally provides creation of necessary conditions for equal access for citizens to quality education, observance of guarantees of the state to pedagogical workers on creation of proper working conditions, health protection, advanced training, social and professional protection.
At the same time the national system of secondary education not fully corresponds to global economic and social tendencies of development, requirements of information society, present condition of development of domestic economy and public life. Considerable part of general education educational institutions continues to function in the conditions of incomplete financing, weak information support, insufficient support from the state of pedagogical workers. Upgrade of educational base, content, and training methods is slowly performed. Public concerns in education are insufficiently studied and analyzed; it continues to be guided by traditions of the closed and isolated educational space that leads to decrease in level of general education preparation, narrows youth perspectives concerning receipt of prestigious education, so - further successful performance in the labor market, constrains integration of Ukraine into the world community.
For the purpose of providing to citizens of equal access to quality general secondary education, the Verkhovna Rada of Ukraine decides increases in its quality and role in spiritual, economic, social, innovative development of society and state:
