About the state defense order
This Law determines the general legal basis of planning and forming of the state defense order and regulates features of the relations connected with determination and implementation of procedures for procurement of products, performance of works and provision of services of defense appointment (products, works and services).
In this Law the following terms are used in such value:
1) contractors of the defense order (further - contractors) - business entities of Ukraine irrespective of pattern of ownership, the having licenses (permissions) to implementation of the corresponding types of economic activity in the cases provided by the law received according to the legislation and foreign business entities with which the public contract according to the defense purchase order is signed (purchase) of products performance of works and provision of services by results of competitive selection (except for the conclusions of public contracts with business entities which are single producers in Ukraine);
2) the collaborators of the defense order (further - collaborators) business entities of Ukraine irrespective of their pattern of ownership having the licenses (permissions) to implementation of the corresponding types of economic activity obtained according to the legislation, participating in accomplishment of the defense order based on the relevant agreements (contracts) signed with contractors;
3) the state defense order (further - the defense order) means of state regulation of economy for satisfaction of scientific and material requirements on ensuring national security and defense by planning of amount of financial resources, determination of types and amounts of products, works and services, and also the conclusion with contractors of public contracts on delivery (purchase) of products, works and services;
