About deliveries of goods for the state needs
This Law establishes the general legal and economic principles of forming, placement and accomplishment on contractual (contractual) basis of purchase orders of goods for the state needs by all subjects of managing irrespective of patterns of ownership.
Article 1. The state needs - the goods necessary for the Republic of Belarus intended for realization of social and economic, scientific and technical, defense, nature protection, and also other tasks.
Are regulated by this Law as well the relations connected with delivery of goods for local needs.
Under the term "goods" in this Law industrial goods, consumer goods, and also works and services mean.
Article 2. Delivery of goods for the state needs is performed for the purpose of:
accomplishment of obligations on deliveries of goods according to the agreements (agreements) signed by the Republic of Belarus;
accomplishment of target programs in which the Republic of Belarus participates;
creation and maintenance of the state material reserves of the Republic of Belarus;
maintenance of necessary level of defense capability and state security of the Republic of Belarus;
recovery from the accident on the Chernobyl NPP;
state support of steady functioning of fuel and energy, housing-and-municipal and agro-industrial complexes, transport, communication, education, health care, culture and social security;
conducting exploration works and nature protection actions;
satisfactions of needs of public administration.
