About some measures for construction of nuclear power plant

For the purpose of the organization of accomplishment of preparatory work for construction of nuclear power plant in the Republic of Belarus and ensuring nuclear and radiation safety I decide:

1. Create public institution "Directorate of construction of nuclear power plant" (further - organization) for implementation of functions of the customer on accomplishment of complex preparatory and design and exploration work on construction of nuclear power plant (further - the NPP).

2. Determine that:

2.1. the organization is legal entity and is under supervision of the Department of Energy.

The organization is headed by the director appointed to position and dismissed by the Minister of Energy in coordination with the President of the Republic of Belarus;

2.2. the organization for the purpose of construction of the NPP performs:

the organization and carrying out research and prospecting works for the choice of the industrial platform;

organization of development of the design estimates;

organization and coordination of contract construction and other works;

preparation of specifications and documentation on purchase of the special and energy equipment, works and services;

control of quality of the performed works and their acceptance in the directions: nuclear technologies, geodesy, exploration, seismotectonic, ecological works, and also participation in works on the choice of the necessary project, the technological scheme, the equipment, security systems and another, connected with construction NPPs;

2.3. financing of expenses on creation and content of organization is performed at the expense of means:

innovative fund of the Department of Energy till December 31, 2012;

the republican budget since January 1, 2013;

2.4. the charter of organization, the changes and (or) amendments made to it affirm the Department of Energy;

2.5. the number of employees of organization is determined by the Department of Energy in coordination with Council of Ministers of the Republic of Belarus.
