About measures for radical enhancement of system of meliorative improvement of lands

The measures for reforming of agricultural industry, development of farms, creation of production and market infrastructure taken in recent years promoted forming of class of real owners in the village, to increase in production of agricultural products and the income of rural population.

At the same time, the current meliorative status of the irrigated lands contains the further growth of productivity of crops and increase in the income of agricultural producers. Lack of integrated, system approach when forming projects of meliorative actions, and also specific sources of their financing, weak work of water management structures and associations of water users was led to decrease in amounts of meliorative works, to the raised mineralization and high level of ground waters in recent years.

As a result of now over a half of the irrigated lands are salted in different degree, at the same time more than 16 percent of the irrigated lands of farms are in unsatisfactory condition.

For the purpose of creation of necessary conditions for further sustainable development of agricultural production, improvement of meliorative condition of lands, increase in their fertility and on this basis of increase in productivity of crops, and also enhancement of the mechanism of the organization and financing of meliorative works:

1. Determine among the most important priorities of development of agricultural industry for 2008-2012 the cardinal improvement of meliorative condition of the irrigated lands providing:

basic change of approaches to forming and program implementation of meliorative improvement of the irrigated lands on the basis of strict separation of functions and increase in responsibility of customers and contractors of these works;

providing reliable funding mechanism for works on improvement of meliorative condition of the irrigated lands;

high-quality enhancement of the mechanism of the maintenance of meliorative networks providing their effective functioning, and also normative withdrawal of drainage and exhaust waters through collector and drainage network;
