For the purpose of non-admission of formation of wages payable and increase in responsibility of heads of the ministries, departments and business entities for timely salary payment and target use of the funds allocated for these purposes the Cabinet of Ministers decides:

1. Recognize work of the ministries, departments and business entities on ensuring timely salary payment and target use of the funds allocated for these purposes insufficient.

Determine that the first heads of the ministries and departments, business entities bear the personal responsibility for ensuring timely salary payment and target use of the means provided on these purposes.

2. To heads of the ministries, departments and business entities:

to carry out inventory count of condition of calculations for compensation in subordinated divisions to week time and to take specific measures for repayment of the available debt;

take additional measures for collection of receivables and mobilization of other own resources for ensuring complete repayment till December 1, 1999 of the available wages payable in jurisdictional enterprises and the organizations.

3. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent to establish constant control behind timeliness of calculations for compensation with consideration of each fact of payment delay by business entities of the salary at meetings of regional commissions on enhancement of the mechanism of calculations and strengthening of discipline of payments the budget.
