1. General provisions

1.1. This Instruction establishes procedure for the supervision exercised by Department on the state supervision of emergency situations, safe operation in the industry and to mountain supervision of the State Committee of the Republic of Kazakhstan on emergency situations and its local authorities of observance of Rules in case of production, reconstruction, repair and installation of the objects of boiler inspection registered in territorial state inspections on гортехнадзору*.

1.2. To the state inspectorates for gortekhnadzor it is assigned:

1.2.1. Participation in preliminary (factory) and acceptance tests of prototype of objects of boiler inspection.

1.2.2. Participation in periodic, standard, qualification tests of serially produced boiler inspection objects.

1.2.3. Control of observance of Rules and specifications on production (repair, installation, reconstruction) by manufacturers of objects of boiler inspection, the repair and mounting shops performed by their periodic inspection.

Frequency of inspection shall be at least once a half-year.

1.2.4. Control of elimination by manufacturers, the repair and mounting shops of the revealed shortcomings of design of objects of boiler inspection, defects of their production, repair or installation.

1.2.5. Control of training of welders, timely examination of Rules, the specifications and technical documentation * at the leading employees and specialists connected with production, repair or installation of objects of boiler inspection.

1.3. The Ministry of Economy and Trade of the Republic of Kazakhstan or the Ministry of Energy and Natural Resources of the Republic of Kazakhstan grants to the company the license for production or repair of object of boiler inspection of specific model. It is issued on certain quantity (batch) or for certain term.

In case of change of the passport characteristic of object of boiler inspection or upon transition to release of object of boiler inspection of other type (model) to the company the new license shall be granted.

The license for reconstruction is granted on specific object of boiler inspection taking into account its actual state (depreciation degree, useful life, etc.).

The license for installation is granted on specific type (types) of object of boiler inspection.

1.4. The license for production (repair, installation, reconstruction), including for own needs, boiler inspection objects, and also on production of objects of boiler inspection from ready details and assembly units **, delivered by other companies including foreign firms, it is issued to the company (organization), irrespective of pattern of ownership by the Ministry of Economy and Trade of the Republic of Kazakhstan or the Ministry of Energy and Natural Resources of the Republic of Kazakhstan only in the presence of the conclusion of Department on the state supervision of emergency situations, safe operation in the industry and to mountain supervision of the State committee of the Republic of Kazakhstan on emergency situations constituted based on the act of expert examination of the company conducted by the specialized organization appointed by this Department the personnel prepared for the performance of works confirming availability at the company of technical means for accomplishment of the specified works and quality control of welded connections according to Rules, specifications on production, repair, installation, reconstruction, and also confirming availability at the company.

1.5. Production of objects of boiler inspection with departures from Rules can be allowed only on permission of the State committee of the Republic of Kazakhstan on emergency situations.

For receipt of permission to production with departures from Rules the manufacturer represents to the State committee of the Republic of Kazakhstan on emergency situations reasons, and in necessary cases and the conclusion of the relevant research, project or specialized on objects of boiler inspection organization having permission of Department on the state supervision of emergency situations, safe operation in the industry and to mountain supervision of the State committee of the Republic of Kazakhstan on emergency situations on issue of such conclusions.

1.6. Production and repair of objects of boiler inspection, details and assembly units with departures from state standards or specifications is allowed with the permission of the organizations which approved this document. If these documents were approved with the State committee of the Republic of Kazakhstan on emergency situations (Gosgortekhnadzor of the Republic of Kazakhstan), then departures shall be approved with the State committee of the Republic of Kazakhstan on emergency situations.
