This Law establishes the legal basis of state policy in the field of drug trafficking, psychotropic substances and their precursors, determines the rights and obligations of subjects of such turnover in the Republic of Belarus, and also system of measures of counteraction to their illicit trafficking and spread of drug addiction for the purpose of protection of public health and homeland security of the Republic of Belarus.
In this Law the following basic concepts and terms are applied:
drugs and psychotropic substances - the substances of natural or synthetic origin included in the Republican list of the drugs, psychotropic substances and their precursors which are subject to the state control in the Republic of Belarus (further - the List), according to the legislation of the Republic of Belarus, international treaties of the Republic of Belarus, including the Single convention on drugs of 1961, the Convention on psychotropic substances of 1971;
precursors of drugs and psychotropic substances (further precursors) - the substances used in case of production, production and conversion of drugs and psychotropic substances, included in the List and which are subject to the state control according to the legislation of the Republic of Belarus, international treaties of the Republic of Belarus, including the Convention of the United Nations on fight against illicit trafficking in drugs and psychotropic substances of 1988;
