About approval of the Plan of complex measures for improvement of ecological situation in the Azerbaijan Republic for 2006-2010

Now the Azerbaijan Republic endures the period of economic recovery. The important place in the concept of common development of the country relying on broad social and economic reforms is occupied by questions of environmental protection, accommodation of people in the healthy environment and uses of natural resources for improvement of welfare of the people.

In recent years intensive development of economy, including industries of mining and processing industry, construction complex, is followed by growth of anthropogenous impact on the environment. So, in certain regions pollution of soils, water basins and the atmosphere exceeds admissible normative indicators, processes of reduction of fresh drinking water, poredeniye of the woods, erosion of lands, landslides and desertification at the same time became more active. The facts of pollution of the territories on the Absheronsky peninsula, the Kura-Arazsky lowland, in such industrial centers as Baku, Sumgayit, Ganja, Mingachevir and Alibayramla, oil, oil products, agrochemicals and household waste increased. Emission of industrial and household sewage increased quantity of artificial dams on the Absheronsky peninsula by the adjacent territories and considerably expanded the area of the lakes which are available here. Anthropogenous impacts were resulted by threat of reducing forests and disappearance of natural biocenoses.

For prevention of the factors which are negatively influencing the environment, and improvements of ecological situation in the country it is necessary to perform number of important measures, including to purify sewage for recovery of natural quality of water basins, air, the earth in coastal strip of the Caspian Sea, on the Absheronsky peninsula and in other regions of the country, to reconstruct sewer networks, to recultivate contaminated land, to pledge on the extensive areas of the wood and green plantings, to carry out works on improvement and to perform other necessary measures.

For the purpose of implementation of the complex measures directed to decrease in harmful anthropogenous effects on the environment, elimination of the available environmental problems I decide:

1. Approve "The plan of complex measures for improvement of ecological situation in the Azerbaijan Republic for 2006-2010".

2. Charge to the Cabinet of Ministers of the Azerbaijan Republic:

2.1. provide assessment of the measures provided by the Actions plan approved by Item 1 of this Order, determine and approve financing sources;

2.2. perform management of implementation of this Order of the Actions plan approved by Item 1 and coordinating between the relevant government institutions;

2.3. time in six months to inform the President of the Azerbaijan Republic on execution of this Order of the Actions plan approved by Item 1;

2.4. resolve other issues following from this Order.

3. This Order becomes effective from the date of publication.
