1. General provisions

1.1. This Instruction establishes procedure for the supervision exercised by Department on the state supervision of emergency situations, safe operation in the industry and to mountain supervision of the State committee of the Republic of Kazakhstan on emergency situations and its local authorities of observance of Rules in case of production, construction, installation, commissioning and repair of the objects of gas economy registered in territorial state inspectorates for gortekhnadzor (1).

1.2. To the state inspectorates for gortekhnadzor it is assigned:

1.2.1. Participation in preliminary (factory) and acceptance tests of prototype of objects of gas economy, details, nodes, assembly units, equipments, automatic equipment, devices and other equipment for the specified objects.

1.2.2. Participation in periodic, standard, qualification tests of serially produced objects of gas economy, details, nodes, assembly units, equipments, automatic equipment, devices and other equipment for the specified objects.

1.2.3. Control of observance of Rules, specifications and projects on production, installation, commissioning and the repair of objects of gas economy by manufacturing plants, repair and mounting shops, correctness and completeness of execution of technical documentation performed by their periodic inspection.

1.2.5. Control of proficiency of welders, timely examination of Rules, the specifications and technical documentation (2) at the leading employees and specialists connected with production, installation, commissioning or repair of objects of gas economy.

1.3. The Ministry of Economy and Trade of the Republic of Kazakhstan or the Ministry of Energy and Natural Resources of the Republic of Kazakhstan grants to the company the license for production of object of gas economy of specific model. It is issued on certain quantity (batch) or for certain term.

In case of change of the passport characteristic of object of gas economy or upon transition to release of object of gas economy of other type to the company the new license shall be granted.

The license for reconstruction is granted on specific object of gas economy taking into account its actual state (depreciation degree, useful life, etc.).

The building license, installation, repair is issued on specific type (types) of object of gas economy.

1.4. The license for production, construction, installation, repair including for own needs of objects of gas economy, and also on production of objects of gas economy from the ready nodes, details and assembly units delivered by other companies including foreign firms, it is issued to the company (organization), irrespective of pattern of ownership, by the Ministry of Economy and Trade of the Republic of Kazakhstan or the Ministry of Energy and Natural Resources of the Republic of Kazakhstan only in the presence of the conclusion of Department on the state supervision of emergency situations, safe operation in the industry and to mountain supervision of the State committee of the Republic of Kazakhstan on emergency situations constituted based on the act of expert examination of the company conducted by the specialized organization appointed by this Department the personnel prepared for the performance of works confirming availability at the company of technical means for accomplishment of the specified works and quality control of welded connections according to Rules, specifications and the project in case of production, construction, installation, commissioning, repair, and also confirming availability at the company.

1.5. Production, construction, installation, commissioning, repair of objects of gas economy with departures from Rules can be allowed only on permission of the State committee of the Republic of Kazakhstan on emergency situations.

For receipt of permission to production, construction, installation, commissioning, repair with departures from Rules the company (organization) represents to the State committee of the Republic of Kazakhstan on emergency situations reasons, and in necessary cases and the conclusion of the relevant research, project or specialized on objects of gas economy organization having permission of Department on the state supervision of emergency situations, safe operation in the industry and to mountain supervision of the State committee of the Republic of Kazakhstan on emergency situations on issue of such conclusions.
