1. Approve the enclosed Regulations on procedure for development, approval of territorial complex schemes of rational use of natural resources and environmental protections, their financings.
2. To the Ministry of Natural Resources and Environmental Protection till February 1, 2008 to take the measures directed to implementation of this resolution.
3. This resolution becomes effective from the date of its official publication.
