SAFETY RULES FOR THE OIL AND GAS INDUSTRY OF THE REPUBLIC OF KAZAKHSTAN

1. GENERAL PROVISIONS

1.1. Coverage and field of distribution of Rules

1.1.1. These rules extend to all companies and the organizations which activities are connected with investigation and development of oil, gas and gas-condensate fields, thermal waters, underground gas storages in the porous circle, production of the equipment, materials and the tool for these purposes, and also on the research, design and other organizations developing the technology, the equipment, the tool preparing personnel for accomplishment of these works irrespective of departmental subordination, type of economic activity and patterns of ownership and concerns each employee of the company, and also the personnel involved from outside regardless of his official position and specialty.

1.1.2. All specifications operating at the companies, instructions and other normative and technical documents on safe operation shall be brought into accord with these rules in the terms coordinated with state control bodies.

1.1.3. Rules do not regulate procedure for conducting works in case of liquidation of open fountains.

1.1.4. In case of performance of works, not provided by these rules, the companies and the organizations shall be guided by the corresponding instructions and other regulating documents on technical safety.

1.1.5. In case of absence in rules and regulating documents of requirements which observance in case of works is necessary for providing safe working conditions the administration of the company shall take the measures ensuring safety of works. If necessary relevant proposals on amendment, change of these rules and other specifications and technical documentation are made.

1.1.6. The company, the organization bear complete responsibility for ensuring reliability, technical and ecological safety of object at stages of its creation, operation, preservation and liquidation.

1.1.7. Changes and additions can be made by developer with the permission of the organizations which approved and approved these rules to Rules.

1.1.8. Control of observance of Rules is imposed on bodies of the state and departmental supervision.

1.2. General requirements

1.2.1. All objects shall be brought with enforcement of these rules into accord with requirements of these Rules into the terms coordinated with local authorities of the state supervision.

1.2.2. On the basis of these rules at the companies, taking into account their features, shall be developed, approved with local state supervision body and are approved as the director of the safety rule by professions and work types which shall be reviewed and pereutverzhdatsya once in 5 years. Instructions shall be reviewed also in case of introduction of new rules and regulations, standard instructions, new engineering procedures, installations, machines, equipments.

1.2.5. Objects of the companies shall be provided with fire extinguishing means according to the list approved with local authorities of fire supervision.

1.2.6. On sites (objects) of the company it is necessary to keep surely "The magazine of check of condition of safe engineering" in which heads, chief specialists and engineering employees of the company, and also engineering employees of superior organizations write down the shortcomings found on objects on safe engineering and terms of their elimination. Elimination of the revealed shortcomings shall be controlled by departmental service on labor protection and management of the company.

1.2.7. The accidents and categorical accidents which happened on production are investigated according to the procedure, provided by the existing regulations determining the organization of accounting and investigation of these incidents.

1.2.8. At each company the list of works of the increased danger which accomplishment shall be performed according to the work permit shall be developed.

The list of such works, and also lists of persons having the right to issue the work permit and to direct such works, affirm the head or his deputy.

The procedure for the organization and conducting works raised dangers and form of the work permit on production of such works shall be established by the special provision developed by this company.

1.2.10. Extreme values of temperature of outside air, wind speed in this climatic area in case of which it is necessary to stop works or to organize work stoppages, proceeding from temperature conditions of operation of the equipment, are established by administration of the company in coordination with trade-union bodies based on the decision of regional authorities.

1.2.11. In case of issue of task to group of workers failure to carry out of the works which are not requiring appointment of the responsible person from among ITR the division manager appoints the experienced and skilled worker responsible for high-quality and safe operation which instructions are obligatory for all members of group.

1.2.12. The company shall organize performing periodic medical examinations according to the procedure established by bodies of health care.

The workers occupied at the works connected with special peril shall undergo preshift medical examination.

1.3. Requirements to personnel

1.3.1. To management of works on installation and dismantle, drilling, testing, development and repair of wells, conducting trade and geophysical works in wells, and also on production and preparation of oil and gas persons having the right to the conducting these works supported by the relevant document are allowed.

1.3.2. Professional training of personnel is carried out in the specialized educational institutions having permission (licenses) of relevant organs.

Training programs by professions to which increased requirements of labor safety are imposed shall be approved with state supervision bodies.

1.3.3. To independent work on equipment maintenance and mechanisms in case of construction of wells, geophysical works, production and preparation of oil and gas, to conducting production processes persons after the corresponding training, examination and had medical examination on the corresponding profession are allowed.

1.3.4. The personnel allowed to work with electrotechnical installations, the electrified tool or adjoining on kind of work to machines and mechanisms with the electric drive shall have qualification group on electrical safety according to requirements of PTE and PTB of consumers.

The list of professions of workers and officials to whom the corresponding electrical safety group shall be appropriated after the examinations shall affirm (or to be approved) with Gosenergonadzor.

1.3.5. Workers of integrated teams which labor organization provides combination of professions shall have the corresponding qualification and admissions to independent work on the main and combined professions.

1.3.6. Drillers, their assistants and other workers are allowed to independent work on boring at the age of at least 18 years, and the workers occupied at steeplejack works, besides, shall have special medical examination and have years of service of steeplejack works at least one year.

The workers for the first time allowed to steeplejack works within one year shall work under direct supervision of the experienced workers appointed by the order of the director.

Note. The works performed at the height more than 5 meters from the Earth's surface are considered steeplejack.

1.3.7. The workers going to the company, and also translated to work on another, profession, new to them, shall undergo previously instructing which shall include the general safety issues relating to this company, and special questions of safe engineering, about protection of the surrounding environment, connected with accomplishment of separate work types, and also medical examination according to the procedure established by bodies of health care.

Persons which did not undergo medical examination are not allowed to work.

1.3.8. Instructing in general questions of safe engineering (induction) shall be held by the employee of security service of work, and concerning safe performance of work to which goes instructed, - the master or the chief of production site on workplace.

For briefing on first-aid treatment by the victim, by fire safety regulations and other special questions the corresponding specialists shall be attracted.

1.3.9. Last instructing and inservice training (training) the worker can be allowed to independent work only after check of its knowledge by the commission under the chairmanship of the director or one of chief specialists appointed by management, and consisting of necessary industry specialists.

1.3.10. All workers at least once a half-year shall pass periodic personnel safety notification and annually be exposed to commission examination on safe engineering.

In case of introduction of new engineering procedures and methods of work, implementation of new types of the equipment and mechanisms, enforcement of new rules and safety rules, and also upon the demand of monitoring bodies workers shall undergo additional training and examination.

1.3.11. Results of all types of instructing and examination of workers in case of positive assessment are brought in appropriate section of card of personnel safety notification.

Persons who received unsatisfactory assessment are not allowed to independent work.

1.3.12. The head (foreman) in case of delivery of watch shall warn directly on workplace the works manager of the following shift and write down in the shift log the available defects of the equipment, the equipment, the tool, barriers, etc.

1.3.13. Each worker prior to work shall check condition of the workplace, operability of the equipment intended for the forthcoming work. In case of detection of defects to take measures to their elimination, and in case of impossibility of their elimination, - to report immediately about it to the direct head.

1.3.14. Workers during execution of the obligations on workplace, and also checking, ITR sent and other persons which are on production facility shall wear overalls and individual protection equipment.

1.3.15. Next (at least once in three years) and extraordinary (upon the demand of representatives of the state control) examinations engineering employees of safety regulations are carried out by permanent examination committee under the chairmanship of the director with participation of the employee of security service of work, industry chief specialists and the representative of Gosgortekhnadzor (by agreement).

1.4. Requirements to the territory, rooms, objects, workplaces

1.4.1. The territory of the companies and placement on it of buildings, constructions and different production facilities shall correspond to the project developed according to requirements of construction regulations and rules, regulations of process design.

The territory of the company, separate production facilities shall be planned, have necessary infrastructure, be built up according to the master plan.

1.4.2. To boring, pumping and compressor stations, other production facilities ways and entrances shall be paved, and also platforms for unloading, placement of the equipment and materials are prepared.

In case of considerable remoteness of objects from trunk line roads, marshiness of the area or flooding of the territory flood waters the building site is equipped with constructions for acceptance of the aircraft transport.

1.4.3. The equipment on objects shall be located according to the approved technological layout of the project.

1.4.4. In case of the equipment of the mouth of well preventers the platform under boring shall have hard surface and approaches for servicing of preventers; the platform and approaches shall be kept clean.

1.4.5. The barn, holes, wells (mines), ditches, and also different reservoirs acting over the Earth's surface less than on 1 m in order to avoid fall in them of people, shall be protected or blocked.

Wells of underground communications shall be closed by strong covers, have brackets or ladder for sinking in them and are supplied with label on rack in cipher of well. In winter time wells shall be supplied with accurately visible indexes.

1.4.6. In places of permanent transition of people over the pipelines laid on the Earth's surface, and also over ditches and trenches transitional planked footway by m 0,6 width with handrail at least 1 m high shall be established.

1.4.7. The hot surfaces of devices, pipelines and exhaust pipes of internal combustion engines in places of possible contact with them, in order to avoid burns of people, shall be protected or isolated by heat-insulating materials.

1.4.8. At the companies which have underground communications (cable lines, gas pipelines, etc.) executive schemes of the actual arrangement of these communications shall be developed and approved by management of the company.

1.4.11. Heating and ventilation of factory and household buildings and rooms shall meet construction standards and rules, regulations of process design.

The category of buildings and rooms is determined by the project organization on blueprint stage by fire and explosion and fire risk.

1.4.12. On each trade according to the project collection and removal of production, storm and thawed snow from all territory shall be organized and protection of constructions against flood waters is provided.

Each production facility where the service personnel resides, needs to be equipped with telephone (radiotelephone) communication with control office or management of the site, workshop, the company.

1.4.13. At the companies depending on nature and conditions of production it is necessary to control hazardous substance content in air, noise levels and vibrations, temperature, relative humidity and speed of movement of air on workplaces. These data register in the sanitary passport of object. Workplaces shall be certified.

1.4.14. For each engineering procedure measures for the maximum decrease in level of vzryvopozharoopasnost shall be provided by the project:

prevention of explosions in the equipment;

exception of explosions, fires in rooms and on the open areas;

decrease in emissions of combustible substances in the atmosphere in case of emergency depressurization of the equipment, etc.

1.4.15. Workplaces, objects, drives and approaches to them, passes and transitions to night-time shall be lit.

Artificial lighting is carried out according to requirements of Regulations for electrical installation and construction regulations and rules.

Level of illumination of workplaces shall meet industry standards of designing of artificial illumination of objects.

Electric illumination of objects shall provide illumination not below the regulations given in appendix 1.

1.4.16. In production rooms and on the open areas it is necessary to provide emergency and evacuation lighting in work zones.

Lamps of working and emergency light shall be powered from different sources.

Instead of the device of stationary emergency and evacuation lighting use of manual lamps with accumulators is allowed.

The choice of type of lighting of production and auxiliary rooms shall be made taking into account the maximum use of natural lighting.

1.4.17. Measurements of level of illumination should be carried out at least once a year, and also after reconstruction of rooms, systems of lighting.

1.5. Barrier of moving parts of machines, machines and mechanisms. Ladders and platforms
