Recently at oil refineries the number of failure of the equipment of blocks of preliminary hydrotreating of raw materials of installations of reforming, hydrotreating of reactive and diesel fuel owing to formation of chloride hydrogen in the course of their hydrogenation increased. Quality check in laboratories of Ventspils and Klaipeda confirmed availability in the exported straight-run gasoline of the increased content of organochlorine compounds.

Source of the increased content of organochlorine compounds in products of oil refining is the processed oil in which such connections are involved with the chemical reagents used in case of production.

For the purpose of prevention of active corrosion depreciation of the equipment of the oil processing companies called by availability of the increased content of organochlorine compounds in the processed oil I order:

1. To the oil-extracting organizations and the companies irrespective of patterns of ownership:

1.1. Prohibit use of organochlorine chemical reagents in case of oil extraction;

1.2. To perform the admission of the chemical reagents applied in engineering procedures of production and transport of oil in strict accordance with RD 153-39-026-97 "The requirements to chemical products providing their safe application in the oil industry", the enacted order of Ministry of Fuel and Energy of Russia of December 23, 1997 to N440;

1.3. When using new technologies using chemical reagents in case of oil extraction to carry out their obligatory expertize in PMHTK "Oil recovery".

2. To GTsSS "Neftepromkhim" (Shouter N.G.) - the RD 153-39-026-97 developer till December 15, 2001 established procedure make the change regulating obligatory determination in chemical goods of content of corrosion active components, including organochlorine compounds.
