According to the Law of the Republic of Kazakhstan "About industrial safety on hazardous production facilities" I ORDER:
1. Approve the enclosed Rules of industrial safety in case of development of ore fields by methods of underground borehole and compact lixiviation.
2. To direct to department of technology development and management of the state assets in the procedure established by the legislation this order to state registration in the Ministry of Justice of the Republic of Kazakhstan;
3. To impose control of execution of this order on the vice-minister B. Orazbayev.
4. This order becomes effective from the date of official publication.

1. These rules of safety in case of development of ore fields by methods of underground borehole and compact lixiviation (further - Rules) are developed according to requirements of the laws of the Republic of Kazakhstan "About industrial safety on hazardous production facilities", "About safety and labor protection", "About subsoil and subsurface use", "About sanitary and epidemiologic wellbeing of the population" and other regulatory legal acts of the Republic of Kazakhstan, for the purpose of the prevention of emergency situations, protection of life and health of citizens, environmental protection in case of development of ore fields.
2. In these rules the following basic concepts, terms and determinations are used:
1) lixiviation, acid or alkaline - dissolution of multiphase solid raw materials selectively the operating reagent;
2) geotechnology - the technology of production of solid minerals consisting in their transfer in mobile condition in subsoil on site of bedding by means of thermal, mass-exchanged, chemical and hydrodynamic processes and in the subsequent transportation on day surface of liquid or gaseous products;
3) method underground borehole the vyshchelachivaniyageotekhnologichesky method of mining consisting in the selective transfer of useful component of ores in solution in subsoil on site of bedding by means of impact on them chemical reagents;
4) borehole system of development by method of underground borehole lixiviation - the system providing opening, preparation and operation of fields by method of underground lixiviation by means of the boreholes drilled from day surface;
5) method of compact lixiviation - method of mining by lixiviation method from the ores issued on day surface and warehoused in certain procedure;
6) engineering procedure - set of physical and chemical or physicomechanical transformations of substances and change of parameter values of the material circles which are purposefully carried out in the device (system of the interconnected devices, the aggregate, the machine and so forth);
7) the organization of underground borehole lixiviation or compact lixiviation - the mining organization, mine administration, the mine, the workshop, the site conducting production of useful components of ores by methods of underground borehole lixiviation or compact lixiviation;
8) mining complex of underground borehole lixiviation or compact lixiviation - the complex of underground, land constructions and technical means providing supply of working solutions for lixiviation process implementation, pumping of productive solutions and their transportation for the subsequent conversion;
9) the operational site of underground borehole lixiviation - geologically or spatially the isolated part of the field worked during the long period by group of the operational blocks combined by system of communications, installations of control and management of processes of underground lixiviation;
10) the operational block underground borehole the vyshchelachivaniyaminimalny mining unit consisting of group of the operational cells which are at the same time put into operation and fulfilled in the single geotechnological mode of identical borehole development;
11) operational cell of underground borehole lixiviation - the part of ore body fulfilled zakachny (zakachny) and otkachny (otkachny) wells;
12) polygon of underground borehole lixiviation - the group of operational sites fulfilled by method of underground borehole lixiviation during the long period combined by system of communications and installations of control and process control of lixiviation;
13) stack of compact lixiviation - geometrically limited, warehoused on day surface definitely ore weight equipped with system of pipelines for downloading and pumping of technological solutions;
14) the basis of stack of compact lixiviation - geometrically limited platform located on day surface intended for warehousing of stacks of compact lixiviation and collection of productive solutions put from the waterproofing layers preventing exit of technological solutions out of platform limits;
15) the site of compact lixiviation - the complex of the mountain weight warehoused in certain procedure consisting of one or several stacks of compact lixiviation combined by system of communications and installations of preparation, conversion, control and process management of lixiviation;
16) technological solutions - water solutions of reagents and products of their interaction with the containing circle. Are subdivided on working, productive, uterine, returnable, waste;
17) working (lixivating) solution - the technological solution containing reagents, necessary for dissolution of useful component, and intended for downloading in the productive horizons or stacks of compact lixiviation;
18) productive solution - the solution created as a result of physical and chemical interaction of working solution with the leached mountain weight and the containing useful component (components) in the concentration equal or above minimum industrial;
19) uterine solution - technological solution from which the useful component and used after doukrepleniye by the lixivating reagents as the worker is taken;
20) returnable solution - the poor productive solution containing useful component in quantity is lower minimum industrial, but suitable (after additive of the lixivating reagents) for repeated giving in the productive horizons or stacks of compact lixiviation as the lixivating;
21) waste solution - uterine or nonindustrial (poor) productive solution which cannot be for one reason or another used for preparation of working solution. Waste solution can be directed to hydrographic network only after the corresponding cleaning of harmful components;
22) node of acidulation (doukrepleniye) - set of the constructions and technical means intended for doukrepleniye of returnable and uterine solutions;
23) wells of underground lixiviation - the wells intended for opening of ore bodies and extraction of productive solutions from subsoil. According to the destination they are subdivided on technological (zakachny and otkachny), the observation, control and special;
24) zakachny wells - wells through which in ore bodies working solution moves;
25) otkachny wells - wells through which of the ore horizon productive solution is issued on surface;
26) the observation wells - the wells intended for permanent or periodic observation of process of lixiviation or the mode of underground waters (solutions) in the leached mountain weight;
27) control wells - the wells intended for opening in the set place of the fulfilled ore body for the purpose of control of extent of extraction of useful component and research of technogenic changes of ores and the containing breeds;
28) special wells - wells barrazhny, geophysical, hydrogeological, liquidating and other appointment;
29) well design - the characteristic of well determining change of its diameter with depth, standard size and length of upsetting columns, type and length of the filter, waterproofing intervals and so forth;
30) well construction - accomplishment of complex of works on preparation for drilling, drilling and maintenance of well in steady condition, to fixture by pipes and to the equipment filters, to production of waterproofing, special works and development;
31) fixture of well - installation of upsetting operational column;
32) packing of well - complex of works on isolation of separate intervals of well;
33) waterproofing in well - isolation of the operated productive water-bearing horizon from adjacent to it in annular space of the horizons;
34) the waterproofing mix - the waterproof and chemically resistant knitting mix applied to waterproofing in wells;
35) development of well - complex of works on cleaning of cavity of operational column, the filter and pore space of prifiltrovy zone of the productive water-bearing horizon from slime and firm phase flushing liquid and other means;
36) technical condition of well - the condition of structural elements of well, its operational characteristics, temporary and irreversible defects which arose in use;
37) kolmatation of the filter and prifiltrovy zone of well - process of decrease in the filtering capability of the filter and filtrational properties of prifiltrovy zone of the productive water-bearing horizon as a result of obstruction of openings, channels and time mechanical and chemical rainfall;
38) dekolmatation of the filter and prifiltrovy zone skvazhinyustraneniye of effects of process of kolmatation;
39) settlers - the land or buried volume constructions intended for collection of technological solutions and sedimentation of firm suspensions;
40) the overworking complex of underground borehole or compact lixiviation - the complex of technical means and constructions providing conversion of productive solutions before receipt of end product;
41) authorized body in the field of industrial the bezopasnostitsentralny executive body of the Republic of Kazakhstan enabling within the conferred powers the realization of state policy in the field of industrial safety;
42) system of maintenance and repair - complex of the organizational and technical actions including planning, preparation, realization of maintenance and repair with the set sequence and frequency;
43) the equipment - active part of the fixed industrial and production assets of the companies: machines, devices, columns, pipelines, electrotechnical and heattechnical equipment.
3. Rules are intended for the mining, overworking organizations of the nuclear industry, the project, research organizations, state control bodies and supervision.
The procedure and terms of reduction of the productions reconstructed, begun with construction and operating according to requirements of these rules is determined in each case by heads of the organizations in coordination with local authorities of mining supervision.
4. Each organization of underground borehole lixiviation and compact lixiviation shall have the project of working off of the field or its part developed, passed state examination and approved in accordance with the established procedure, and also surveying, geological documentation and the development plan for mining operations the current year.
By the project the procedure for preparation of inventories of mineral for production, constructions of the mining and overworking complex, technology of conversion of productive solutions shall be provided. In the project component actions for labor protection, industrial safety, environmental protection, civil defense and emergency situations shall enter.
5. Designing, production and operation of mountain, drilling, processing, electrotechnical and other equipment, means of mechanization and automation shall be made according to requirements of the current legislation.
6. In case of development of minerals underground or opened by methods, to laying of ore weight in stacks of compact lixiviation, it is necessary to be guided by the relevant regulating documents.
7. Acceptance in operation of the new and reconstructed objects having subquality work and departures from the project and these rules is not allowed.
8. Heads of the organizations of underground borehole lixiviation and compact lixiviation shall provide to personnel safe working conditions. If necessary the additional actions which are increasing safety of works, not contradicting these rules shall be provided.
9. In each organization of underground borehole lixiviation and compact lixiviation the liquidation plan of accidents approved by the chief engineer of the organization is annually constituted. The liquidation plan of accidents shall provide:
1) possible accidents on hazardous production facilities;
2) actions for rescuing of the people overtaken by accident;
3) actions for accident elimination in initial stage;
4) interaction of the rescue units participating in case of accident elimination.
10. The list of works of the increased danger annually shall be developed and affirm as each organization of underground borehole lixiviation and compact lixiviation.
11. The organization shall be developed, brought to the attention of all personnel and safe routes on the territory to place of employment and plans of evacuation for case of the fire or emergency are hung out on foregrounds at checkpoints and in all workshops (departments).
12. Stay in the territory and in factory buildings and constructions of the organization of persons which do not have relations to servicing of the equipment located in them without attendants is not allowed.
13. In each organization of underground borehole lixiviation and compact lixiviation there shall be list of productions, workshops, professions and positions with harmful (especially harmful), heavy (especially heavy) and dangerous (especially dangerous) working conditions approved in the procedure established by the legislation.
14. Instructions on safe labor organization for all personnel affirm as each organization of underground borehole lixiviation and compact lixiviation.
15. 19. Remedies of workers shall meet the requirements of State standard (further GOST) 12.4.011-89 "Individual protection equipment", and also industrial art and ergonomics, to provide high degree of protective efficiency and convenience in case of their use. The choice of remedies in each separate case shall be performed taking into account safety requirements for this production process or work type.
20. The choice and approval of sites for construction of objects of underground borehole lixiviation and compact lixiviation need to be made according to the Law of the Republic of Kazakhstan "About architectural, town-planning and construction activities in the Republic of Kazakhstan".
21. The device and content of transport ways in the territory of the organizations shall meet construction standards and rules (further Construction Norms and Regulations): railway - PK 3.03-01-2001 Construction Norms and Regulations "The railroads of track of 1520 mm", automobile - Construction Norms and Regulations of RK 3.03-09-2003 "Highways" and Construction Norms and Regulations of II-89-80 "Master plans of industrial enterprises".
22. In the territory of the organization for safe and convenient movement of workers safe passes shall be arranged.
23. The territory of the organization shall be kept clean and be cleared systematically. In summertime of the road, sidewalks and drives shall pour down water, and in winter time to be cleared of snow and ice. In case of ice of the road and sidewalks shall fall down sand, small slag or other similar materials. Borders of drives and passes in the territory and factory buildings (rooms) shall be protected or accurately designated.
24. In case of entrance on the industrial platform of the organization, on gate the fixers excluding their spontaneous closing and opening shall be established. Speed of movement of cars, electric trucks, electrocars and other motor transport on the territory of the organization is established by administration, but shall not exceed in case of entrance to factory buildings, in the building and on departure from them of 5 kilometers per hour (further km/h). Movement of the specified transport in the territory of the company and in factory buildings shall be regulated by route signs.
25. Transitions through railway tracks shall have flooring flush with heads of rails, and moving are equipped with the traffic lights and the sound alarm system warning about approach of the train.
26. Transportation of people on electrocars, electric trucks, cargo trail cars of any kind of transport and cars which are not equipped for this purpose is not allowed.
In the territory and in working rooms purity shall be observed. Spilled, prosypanny liquids and products (water, oil products, reagents, technological solutions) shall be neutralized and removed if necessary, and places of cleaning are smoothed out.
In each workshop (department) certain procedure and the schedule of cleaning of floors and other building constructions, the equipment, working platforms, ladders, passes and drives taking into account nature of production shall be established.
27. Walls of factory buildings and rooms shall have smooth surface for prevention of accumulation of dust, condensate, harmful vapors and simplification of their cleaning. Accumulating of dust on walls, designs and the equipment is not allowed. The mechanized cleaning shall be provided in all cases (having washed away water or pneumocleaning).
28. In rooms in which flammable, explosive and poisonous materials and their mixes are made and used in engineering procedures cleaning of dust shall be made according to the instruction providing safe work, approved by the director.
29. Floors shall be:
1) in rooms where in engineering procedures liquids are used, - water-proof with nonslipping covering and with bias to the ladder or sump providing their drain;
2) in rooms where aggressive substances, steady against their impact are applied;
3) in rooms of electrolysis - not electrowire, heatresistant and water-proof;
4) on working platforms of processing equipment - from strong wearproof materials with nonslipping surface, without hollows and ledges;
5) in explosive and fire hazardous zones of rooms - in explosion-proof execution.
The general bias of floors shall be at least 0,02, on the main passes - no more 0,04 and office - no more 0,1.
30. For convenient and safe adjustment of shutters in ventilating apertures of windows, lamps and boxes, and also for opening of the window covers located at height the devices allowing to open or close shutters from half of the room or from working platforms shall be established.
31. In the territory of the organization and in production rooms availability of the opened and not protected holes, trenches, hatches, wells, priyamk, trays and channels is not allowed. Covers of hatches, wells and priyamk, and also overlappings of trays and channels shall be made of corrugated steel, level with floor and are reliably fixed.
Temporarily open, arranged for the technological purposes or in connection with carrying out construction or repair work mounting apertures, hatches, wells, priyamk, trays, channels, cameras and sites of pipelines shall have barriers height of at least 1,1 of meters (further m) with average lath and board of at least 0,15 of m, or inventory boards with the hung-out route signs and in night-time are lit. Alarm route signs and alarm lamps on boards shall provide good visibility of places of barrier of possible journey of motor transport and transition of pedestrians from all directions.
In places of transition through ditches, trenches and holes the transitional bridges protected with handrail shall be arranged.
32. 37. Underground engineering networks in the absence of wells, cameras in places of change of the direction of the route shall have the outside identification marks allowing to determine provision of network.
38. Underground cable routes shall have the outside identification marks allowing to determine location of couplings and cables according to the existing normative and technical acts.
39. In the territory of the organization settlers, rods and open capacity constructions if their walls tower over the planned territory surface less than on 0, m, shall be protected with handrail height of at least 1,1 of m or inventory boards with installation of the precautionary notices prohibiting use of liquid for drink, bathing and watering place of the cattle.
40. Earthwork in the territory of the organization can be performed only with the written permission of her head. The copy of the site of works from the general plan or the project with indication of on it places of their carrying out shall be attached to permission.
After completion of works all changes and additions shall be made to executive schemes of communications of the general plan of the organization.
41. It is not allowed to place rooms with wet engineering procedures over premises of control center.
42. Fire protection of the organizations shall conform to requirements "Fire safety regulations in the Republic of Kazakhstan of PPB RK 08-97". In the territory and in rooms the necessary inventory of operational emergency firefighting equipment shall be provided.
43. Blocking up of workplaces, passes, exits from rooms, accesses to the fire-fighting equipment, fire extinguishing means and communication is not allowed.
44. Smoking and use of naked flame in vzryvo fire-dangerous rooms is not allowed about what on outside doors of the specified rooms and in them the prohibition signs of safety conforming to the existing requirements shall be established.
Smoking is allowed only in the specially allotted and equipped places designated by indexes.
