About the Comprehensive program of development of land reclamation and improvement of ecological condition of the irrigated and drained grounds for the period till 2010
In pursuance of the Presidential decree of Ukraine of June 23, 1998 N670 "About Actions for the State Support of Water Management and Meliorative Complex" and for the purpose of increase in role of the reclaimed lands in food and resource supply of the state, reduction of dependence of agricultural production on adverse climatic conditions, decides improvements of ecological condition of agricultural holdings and creation of ecologically safe service conditions of the meliorative Cabinet of Ministers of Ukraine systems:
1. Approve the Comprehensive program of development of land reclamation and improvement of ecological condition developed by the State committee on water economy together with others central and local executive bodies of the irrigated and drained grounds in 2001 - 2005 and the forecast till 2010 (further - the Program), to approve tasks on its accomplishment according to appendices 1-4.
Recommend to Council of Ministers of the Autonomous Republic of Crimea and regional public administrations to develop the appropriate regional programs.
2. To the Ministry of Economics, the Ministry of Finance, the Ministry of Ecology and Natural Resources, the State committee on water economy, Council of Ministers of the Autonomous Republic of Crimea, regional public administrations to provide in time of project development of programs of social and economic development and state and the local budgets since 2001 expenses on implementation of actions determined by the Program in borders of annual amounts of budget financing.
3. To the state committee on water economy to take measures to enhancement of structure of operational meliorative service and development of its technological base, ensuring functioning of the state intereconomic meliorative network.
4. Recommend to the Ukrainian academy of agrarian sciences to enhance system of scientific research on problems of complex land reclamation, to speed up the work connected with enhancement of the irrigation modes and technologies of watering, creation of new grades and hybrids of the crops sensitive to irrigation permanent to diseases and to wreckers and capable to yield at least than two harvest a year.
5. To impose control over the implementation of this resolution on the Vice-Prime Minister of Ukraine Gladiya M. V.
