Governments of the Azerbaijan Republic, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Republic Kyrgyzstan, Republic of Moldova, the Russian Federation, Republic of Tajikistan, Turkmenistan, Republic of Uzbekistan, Ukraine,

based on the decision of Heads of the government of the States of February 8, 1992:

considering special role of power industry in economy and social development of the States;

realizing benefits of parallel work of power plants and the integrated power systems of the State Parties; being convinced available joint interest in effective solution of problems of power supply, safety energy, in particular nuclear objects, and environmental protection;

understanding obligations under interstate agreements and aiming to maintain readiness of the States for the cooperation based on mutual respect and trust consider:

that basis of coordination of the interstate relations in the field of power industry is the agreement on parallel work which is based on the principles of equality of mutual advantage and non-interference to questions of internal management of power systems of contracting parties and signed this agreement as follows:

Article 1. Electrical power Council

For the purpose of carrying out the joint and coordinated actions aimed at providing steady and reliable power supply of the national economy and the population of the states on the basis of effective functioning of the integrated power systems of the state form Electrical power Council of the Commonwealth of Independent States (further in the text "Electrical power Council") which is intergovernmental authority of the CIS

Members of Electrical power Council are heads of the relevant central executive bodies, and also electrical power departments and national energy companies of the State Parties of this agreement which on behalf of the states are allocated with appropriate authority.

Each State Party of this agreement has one voice in Electrical power Council.
