SAFETY RULES FOR GAS ECONOMY

It is approved Federation Council Professional Unions of the Republic of Kazakhstan 12.04.93.

It is approved State Committee Republic of Kazakhstan on architecture and construction of 09.04.93.

1. General provisions

1.1. Area and procedure for application

1.1.1. These rules establish requirements to designing, construction and operation of systems, gas supply by natural gases (gas and gas-oil fields) with the excessive pressure of no more 1,2 of MPa * (12 kgfs / sq. cm) the liquefied hydrocarbon gases (LHG) with the excessive pressure of no more 1,6 of MPa (16 kgs/sq. cm) used in fuel quality.

1.1.2. Rules extend on:

- gas pipelines of the cities, settlements and rural settlements (including inter-settlement), industrial, agricultural and other enterprises *;

- gas control Items (GRP) and gas control installations (GRU);

- gas-filling stations (GNS), gas-filling Items (GNP), the intermediate storages of cylinders (ISC), stationary automobile gas-filling stations (AGZS), reservoir, group and individual balloon installations of the liquefied gases;

- internal gas pipelines and the gas equipment of buildings of all appointments (terms and determinations in appendix 1)

1.1.3. Rules do not extend on:

- technological gas pipelines and gas equipment of chemical, petrochemical and oil processing productions;

- gas economy of metallurgical productions of the companies of ferrous metallurgy;

- pilot and experimental aggregates and installations;

- portable gas-using installations, and also gas equipment of road, rail transport, river, sea and aircrafts;

- the installations using energy of explosion of gas-air mixtures or intended for receipt of protective gases.

1.1.4. Departures from these rules are allowed only on permission of Gosgortekhnadzor of the Republic of Kazakhstan.

For receipt of permission the company shall provide to republican state supervision body the corresponding technical reasons, and if necessary - the conclusion of the specialized or research organization.

1.2. Requirements to officials and service personnel

1.2.1 The heads of the companies and their structural divisions, specialists performing works on designing, construction, adjustment and operation of objects of gas economy, flues and ventilating channels and also the teachers occupied with training of personnel shall have necessary training and examination of these rules according to Standard regulations on procedure for test of knowledge of rules, regulations and instructions of safety by heads and engineering employees or the commissions of local authorities of Gosgortekhnadzor of the Republic of Kazakhstan.

1.2.2. The welders certified according to Rules of certification of welders, polyethylene - the welders who were trained and certified by the commission according to temporary procedure for certification of welders of polyethylene gas pipelines are allowed to welding of steel gas pipelines (appendix 2).

Certification of welders shall be carried out with the assistance of the inspector of the state supervision. The certificate of the established form signed by the chairman of certifying commission and the inspector is issued to the welders who successfully underwent testing of theoretical knowledge and practical skills.

1.2.3. The workers occupied with construction, adjustment and operation of gas pipelines, aggregates, coppers and devices, and also the device and operation of ventilating and chimney channels for withdrawal of products of combustion before appointment to independent work shall be trained to safe methods and acceptances of performance of works in gas economy and to pass examination in accordance with the established procedure.

1.2.4. Training of the works working in gas economy to safe methods and acceptances shall be made according to the Law "About Education" and with the requirement of GOST 12.0.004-90.

1.2.5. Standard curricula and programs for training of welders, drivers of coppers, operators of industrial furnaces and aggregates, and also persons performing gas dangerous works are subject to approval of the Gosgortekhnadzor of the Republic of Kazakhstan exercising control of gas supply.

1.2.6. Training in safe methods and working methods in gas economy of the workers listed in Item 1.2.5. these rules, it shall be carried out in accordance with the established procedure in technical training colleges, in training centers, educational and course plants (Items), and also on the rates which are specially created by the companies in coordination with local authorities of the state supervision.

Practical skills when training in gas dangerous works shall be fulfilled on training grounds or in specially equipped educational workshops.

1.2.7. Primary examination of safety rules for gas economy persons specified in items 1.2.1., 1.2.3, and also chairmen and members of permanent examination committees it shall be carried out with participation of the inspector of the state supervision.

The local body of gas supervision shall be notified on date of examination in writing not later than 5 days.

1.2.8. Chairmen and members of cooperatives, heads and employees of small and joint businesses, and also the citizens occupied with individual labor activity shall undergo examination in educational and course plants, in the permanent commissions of the companies and the organizations or the commissions of local authorities of Gosgortekhnadzor of the Republic of Kazakhstan.

1.2.9. The repeated examination of these rules heads and specialists is held in three years, instructions by working citizens - in 12 months. Need of participation of the inspector for repeated examination is solved local state supervision body. Responsible persons shall notify local state supervision body not later than 5 days on date of examinations.

1.2.11. Everyone working before the admission to independent accomplishment of gas dangerous works shall (after the examination) to pass training under observation of the experienced worker during the first 10 working shifts.

1.2.12. The admission to training and independent work working in gas economy is drawn up by the order on the company.

1.3. Organization of control of observance of requirements of rules

1.3.1. Control of observance of requirements of these rules in design process, construction and operation of gas economy shall be performed by the company performing the called works.

At each company (object) the provision (instruction) on the organization and carrying out departmental control shall be developed and approved by the head.

1.3.2. Departmental quality control of installation and construction works shall be carried out according to requirements Construction Norms and Regulations 3.01.01.-85.

1.3.3. The provision on the organization and carrying out departmental control of safe operation of gas economy of the installed gas company shall provide:

frequency and amount performed;

procedure for identification and elimination of violations;

assessment of condition of the gas pipeline and gas equipment;

check of activities of heads of services, workshops and other divisions on providing or conditions for observance on workplaces of requirements of these rules and instructions.

1.4. Responsibility for abuses of regulations

1.4.1. Heads, specialists and contractors of the project, construction and regime and adjustment organizations, and also the companies operating gas pipelines and the gas-equipment for the abuses of regulations allowed by them, regulations and instructions, and also quality of the performed works bear the personal liability irrespective of whether they led to accident or to accident with people.

1.4.2. Issue by officials of the instructions or orders forcing subordinates it persons to violate Rules and safety rules, unauthorized resumption of work stopped by local authorities of the state supervision and also rejection of measures for elimination of abuses of regulations and instructions which are allowed by workers or other subordinate personnel in the presence of officials are considered as the gross violations and the basis for accountability according to item 1.4.5. these rules.

1.4.3. Responsibility for serviceable condition of the gas equipment, smoke and ventilating channels, consolidations of inputs of engineering communications in apartment houses is assigned to heads of the housing and operational organizations, housing cooperatives - to their chairmen, in the houses and apartments belonging to citizens as personal property on house owners.

1.4.4. Operational services of gas economy bear responsibility for quality and timely execution of works on servicing and repair of gas supply systems.

1.4.5. Depending on nature of violations heads, specialists, workers and citizens can be brought to disciplinary and criminal responsibility according to the current legislation.

1.5. Procedure for investigation of accidents and accidents

1.5.1. Investigation of accidents and accidents on the objects under control to bodies of Gosgortekhnadzor, shall be conducted according to Regulations on investigation and accounting of labor accidents and the Instruction for technical investigation of accidents, on the entailed accidents on controlled enterprises and objects.

About each accident and accident connected with operation of gas economy, the company and citizens shall notify local state supervision body immediately.

1.5.2. Before arrival of the representative of state supervision body and members of the commission administration of the company and citizens shall ensure safety of situation in case of accident or accident if it does not threaten health and life of people and does not break working hours of the company.

1.5.3. Investigation of accident and the accidents connected with use according to the procedure, the provided Instruction for investigation and accounting of the accidents and accidents connected with use of gas in life (appendix Z).

2. Designing of gas supply systems

2.1. Designing of gas supply systems

2.1.1. Designing of gas supply systems of the cities, settlements and certain consumers of gas shall provide regular, safe gas supply, and also possibility of operational shutdown of sites of gas pipelines, residential districts, the industrial, agricultural and household enterprises.

2.1.2. The project documentation on the device and construction of gas supply systems shall conform to requirements Construction Norms and Regulations

2.04.08-87, Construction Norms and Regulations of 1.02.01-86, GOST 9.602-89 (and to other documents approved in accordance with the established procedure).

Statements of number of requirements Construction Norms and Regulations 2.04.08-87 are given in appendices 4-32.

2.1.3. The project documentation before approval by the customer shall be coordinated with the company of gas economy regarding check of its compliance the issued specification on designing. Projects are subject to repeated approval if within 24 months the construction of gas supply systems was not begun.

2.1.4. Departures from Construction Norms and Regulations, requirements of other regulating documents are allowed in coordination with the organizations which approved them. data on examination of Rules of designing on profile of the performed works;

Edited data on examination heads and specialists;

data of available normative and technical documents.

2.2. Construction and acceptance in operation

    ------------------------

* These requirements extend to construction new, expansion, reconstruction and capital repairs of the operating gas supply systems.

2.2.1. Welding, insulating and other installation and construction works in case of construction of gas supply systems shall be carried out according to requirements Construction Norms and Regulations 3.05.02.-88. (regulations of control and testing are specified in appendices 33-34).

2.2.2. Construction of facilities of gas supply systems is performed by the specialized construction organizations having:

the heads, specialists and workers trained and who underwent examination according to requirements of items 1.2.1., 1.2.3. these rules;

technological base for welding of pipes of production of nodes and details of gas pipelines, putting anticorrosive insulating coverings on pipes and reservoirs of the liquefied gas;

stands for check and testing of the equipment;

mechanisms for stacking and transportation of pipes;

the laboratory on quality check of welding and insulating works equipped for these purposes with the necessary equipment, materials, devices and tools;

geodetic service (independent or under the agreement) for tool check of planned and high-rise provisions of outside gas pipelines under construction;

developed according to items 1.3.1. and 1.3.2. regulations on the organization of production supervision of quality of installation and construction works, production instructions and process charts, and permission of local authorities of Gosgortekhnadzor.

2.2.3. Performance of works on gasification and reconstruction of objects of gas economy by the unspecialized companies and cooperatives in the presence at them permission (license) of local state supervision body is allowed.

2.2.4. Permission to the right of production of installation and construction works is issued under condition:

allocation in structure of independent sites, crews or links (if the companies and cooperatives carry out different work type), completions by their prepared personnel according to items 1.2.1., 1.2.2. and 1.2.3. these rules;

equipment of these divisions welding, insulating and other equipment, measuring instruments necessary for construction and testing;

availability developed according to items 1.3.1. and 1.3.2. regulations on the organization of production supervision of quality of installation and construction works, production instructions and process charts.

2.2.5. Issue of permissions to the right of conducting works on gasification with the unspecialized companies and cooperatives shall be carried out according to provision (appendix 35).

2.2.6. In case of issue of permission to the right to demand increase in regulations of welded joints of the gas pipelines provided Construction Norms and Regulations 3.05.02. - 88, proceeding from work type and qualification of personnel.

2.2.7. Objects of gas farms of industrial and agricultural enterprises, boiler rooms, GNS, GNP, AGES, the SUG, GRP reservoir installations, gas pipelines of all pressure to the disconnecting device on input prior to the beginning of construction shall be registered in local authorities of the state supervision.

2.2.8. For registration of object the customer shall address to local state supervision body with the letter in which the name and the address of object, the name of the construction organization, terms of the beginning and the termination of construction are specified. Copies of the order on appointment and the protocol of examination of person exercising technical supervision of construction shall be enclosed letter the project documentation.

2.2.9. Shall notify local body of Gosgortekhnadzor of the Republic of Kazakhstan and operational services of gas economy not later than five days prior to works on the beginning of construction of the construction organizations.

2.2.10. In the commission on acceptance for operation of the objects listed in item 2.2.7. representatives of the local organizations of local authorities of the state supervision shall join.

Note: Acceptance for operation of outside low-pressure gas pipelines up to 100 m long can be performed without participation of the inspector at discretion of the head of local state supervision body.

2.2.11. The customer shall notify not later than 5 days local state supervision body on date and place of employment of inspection.

2.2.12. The inspector of the state supervision has the right according to the procedure of control to demand opening of any section of the pipeline for additional quality check of welding and isolation, re-testing of the gas pipeline.

2.2.13. Except the executive documentation on construction specified in Construction Norms and Regulations 3.05.02. - 89, inspection the following documents shall be submitted:
