1. Approve "Safety rules in case of investigation and development of oil and gas fields on the continental shelf".

2. Direct "Safety rules in case of investigation and development of oil and gas fields on the continental shelf" to state registration in the Ministry of Justice of the Russian Federation.

Safety rules in case of investigation and development of oil and gas fields on the continental shelf

1. General provisions

 

1.1. Coverage and field of distribution of Rules

1.1.1. These rules of safety in case of investigation and development of oil and gas fields on the continental shelf (further Governed) are obligatory for all companies, the organizations, research, prektno-prospecting and other divisions which activities are connected with investigation and development of such fields on the continental shelf, and also with project development, technologies, the equipment and the tool for accomplishment of these works, irrespective of departmental subordination and pattern of ownership.

1.1.2. These rules extend to fixed constructions and floating objects, including the drill ships (DS) intended for investigation and development of oil and gas fields on the continental shelf of Russia.

1.1.3. The objects which are in stage of construction shall be brought into accord with requirements of these rules in the terms coordinated with Gosgortekhnadzor of Russia.

On the gas and oil producing objects constructed and accepted in operation to the introduction in action of these rules countervailing measures of safety which shall be approved with the relevant territorial authority of Gosgortekhnadzor of Russia are developed (if necessary) (in the location of object of supervision).

1.1.4. Requirements of these rules from the moment of their introduction in action extend to the equipment and technical means during their creation in the country and overseas purchase.

1.1.5. The projects submitted for approval and approval to the relevant organizations after commissioning of these rules shall conform to their requirements.

1.1.6. Changes and amendments of these rules can be made only with the permission of the organizations which approved and approved Rules.

 

1.2. General requirements

1.2.1. For performance of works on investigation and development of oil, gas and gas-condensate fields on the continental shelf the company, the organization, joint business, firm, the project organization shall obtain the corresponding licenses of Gosgortekhnadzor of Russia for implementation of certain type of activity.

1.2.2. Projects on investigation, development and arrangement of sea oil, gas and gas-condensate fields on the continental shelf, on construction of wells shall be approved with state supervision bodies. The risk degree on project stage shall be within the size approved by Gosgortekhnadzor of Russia.

1.2.3. Security guidelines of work on work types, managements on safe operation of the equipment into the terms coordinated with territorial authorities of Gosgortekhnadzor of Russia shall be brought with enforcement of these rules into accord with their requirements.

1.2.4. On sea oil and gas construction (MNGS) for drilling, production and oil storage there shall be security guidelines of work on work types, operation manuals on separate aggregates and installations, regulations and the schedule on alarms.

1.2.5. MNGS shall be equipped with the alarm and light-sound system. Actions of personnel on alarm signals shall be determined in the Schedule by alarms and the instruction in case of accident.

1.2.6. The personnel working at MNGS shall have annual medical examinations with the conclusion about lack of contraindications for further work on MNGS.

1.2.7. Extreme values of temperature of outside air, speed of wind, nervousness of the sea, condition of ice situation in this climatic region in case of which it is necessary to stop works in the open air or to organize breaks for heating of working, are established by administration of the company in coordination with local administration.

1.2.8. To persons, not work-related on this object, it is forbidden to be on workplaces without the permission of the head of object and the head (executive in charge) of works.

1.2.9. Accomplishment of hydrotechnical works, statement of courts on anchors in the conservation zone of power lines, cables of communication and other objects without written approval of the operational organizations or owners of these objects are prohibited.

1.2.10. Blocking up of passes, decks, working platforms on MNGS is forbidden.

1.2.11. On MNGS with the round-the-clock finding of people on them it is necessary to have not the reduced inventory (RI) of food and drinking water. The amount of NZ is determined depending on autonomy and the location of MNGS taking into account opportunities of delivery and shall provide at least 15-day inventory.

1.2.12. The place for construction of MNGS shall be approved with Hydrographic service of the fleet, territorial committee on ecology and other competent organizations at stage of preproject works.

1.2.13. The company operating MNGS shall have all cards of underwater and surface communications around conducting works. One copy of each card is sent in Hydrographic service of the fleet.

1.2.14. The company operating MNGS shall conclude with territorial services on hydrometeorology and control of the environment of the agreement on servicing in which it is necessary to provide types and amounts of the transmitted data, terms and methods of its transfer.

1.2.15. The hydrometeorological information obtained on communication channels shall be registered on MNGS in the magazine of weather forecasts of the established form.

1.2.16. In explosive zones on objects of sea oil and gas production it is necessary to exercise constant control of condition of the air circle.

1.2.17. Responsible for operability and safety of remedies, means of the alarm and fire alarm, gas contamination control facilities in rooms, rescue funds for MNGS shall be appointed the order with obligatory entry of functions in their job descriptions.

1.2.18. On MNGS daily account of the people who are onboard all of the arrived and decreasing faces, irrespective of terms of their stay on platform shall be kept. Stay on MNGS of persons without the permission of the chief of MNGS is forbidden.

1.2.19. The safety manager of MNGS or person replacing it shall inform (under list in the special magazine) persons which arrived to MNGS for work of regulations, signals of alarms, obligations on specific alarms; specify number of cabin and the abandon ship boat. Persons which for the first time arrived to object and not familiar with arrangement of rooms are forbidden to move on object without attendants and without preliminary instructing in safety. Bathing in the sea is forbidden.

1.2.20. Personnel (crew) and persons sent on MNGS out of the residential block shall be equipped according to the work performed by them.

1.2.21. In case of accidents the victim or the eyewitness of accident immediately informs the head (executive in charge) of works who shall keep without change situation on workplace before investigation if it does not create threat for working and will not lead to accident.

The victim should give pre-medical help, if necessary to cause transport (emergency medical service) for sending it on the coast. Investigation of the accident which happened on production is conducted in accordance with the established procedure.

1.2.22. Each accident which happened on MNGS is investigated according to the Regulations on procedure for technical investigation of the reasons of accidents on hazardous production facilities approved by Gosgortekhnadzor of Russia of 08.06.99 of N40 and registered by the Ministry of Justice of the Russian Federation of 02.07.99 of N1819.

1.2.23. Each MNGS shall be registered in the state register of hazardous production facilities according to requirements of Rules of registration of objects in the state register of the hazardous production facilities approved by the order of the Government of the Russian Federation of 24.11.98 of N 1371, and Regulations on registration of objects in the state register of hazardous production facilities and maintaining the state register (RD 03-294-99) approved by the resolution of Gosgortekhnadzor of Russia of 03.06.99 of N39 and N1822 registered by the Ministry of Justice of the Russian Federation of 05.07.99.

According to Rules of use of technical devices on the hazardous production facilities approved by the order of the Government of the Russian Federation of 25.12.98 of N 1540, the technical devices used on MNGS shall be certified.

According to the Federal Law "About Industrial Safety of Hazardous Production Facilities" of 21.07.97 of N116-FZ on the project documentation MNGS it is necessary to carry out expertize of industrial safety at all stages of lifecycle, also the technical devices used on MNGS, buildings and constructions on MNGS, the declaration of industrial safety and other documents connected with operation of MNGS are subject to examination of industrial safety; if necessary on MNGS the declaration of industrial safety shall be developed; the organization operating MNGS shall insure responsibility for damnification of life, to health or property of the third parties and the surrounding environment in case of accident on hazardous production facility.

 

1.3. Safety requirements to personnel

1.3.1. The organization and procedure for training, briefings, examination and admission of personnel of MNGS to independent work shall correspond to Regulations on procedure for preparation and employee assessment of the organizations operating the hazardous production facilities under control to Gosgortekhnadzor of Russia (RD 04-265-99) approved by the resolution of Gosgortekhnadzor of Russia of 11.01.99 of N2 and N1706 registered by the Ministry of Justice of the Russian Federation of 12.02.99.

1.3.2. Employment on the objects which are in the sea, persons under 18 is forbidden.

1.3.3. The faces tied with stay on objects in the sea shall be trained in the following safety rules at the sea:

to swimming;

to acceptances of assistance on water;

to instructions for use collective and individual rescue means;

to practical actions on alarm signals;

to methods and acceptances of rendering the first pre-medical aid at the sea.

1.3.4. The specialists and workers performing the drilling, development, operation and repair of wells, and also the faces tied with servicing of MNGS, for the first time directed to work on MNGS and also with MNGS of one type on another shall be in addition trained in features of works for them and undergo instructing in safety rules when conducting works and training under the leadership of the responsible person within a week.

1.3.5. All persons after work stoppage on MNGS shall pass more than 60 days extraordinary induction in full.

1.3.6. The persons who were trained, passed examination in the program approved in accordance with the established procedure with receipt of the corresponding certificate shall be allowed to works on control of the MNGS load-lifting devices.

1.3.7. The personnel of MNGS involved in handling works shall be trained according to the program for slingers and certification of the qualification commission of the organization operating MNGS, in accordance with the established procedure with receipt of the certificate.

1.3.8. On each MNGS there shall be regulations and instructions for prevention and liquidation of the fires, gas, oil and water shows, open fountains and other accidents, and also the plan of evacuation with MNGS. The specified regulating documents shall be studied by personnel.

Besides, there shall be available instructions on safe operation and managements on safe operation of the equipment according to the approved list.

1.3.9. On MNGS there shall be schedules on alarms, for example: "Fire", "Emission", "The person behind board", "Work involving all hands fight with flooding", "All to leave MNGS". Schedules on alarms shall affirm the chief of MNGS.

In the schedule signals of the corresponding alarms and the place of collection of personnel (crew) shall be specified.

1.3.10. The examination by types of alarms shall be carried out during the educational and training occupations on MNGS at least once in arrival with each change according to the schedule approved by the technical lead of the organization.

1.3.12. Galley workers shall have sanitary books with mark about survey passing at the scheduled time.

1.3.13. All personnel of MNGS shall undergo training and examination in electrical safety.

 

1.4. Safety requirements on delivery personnel on MNGS

1.4.1. Delivery of personnel to MNGS shall be performed by the helicopters and vessels equipped for transportation of people.
