1. Approve Industrial safety rules in case of operation of water and sewer constructions on rail transport (further - Rules) which are applied.

2. The order becomes effective since January 1, 2005.

3. To department of the organization of the state supervision in mechanical engineering, on transport and in communication (Grankin V. L.) the tax Governed on state registration to the Ministry of Justice of Ukraine.

4. To management of normative and legal and legal providing (Kubiyevich M. V.) to include Rules in the State register of regulatory legal acts concerning labor protection and to place them on Gosnadzorokhrantrud's web page of Ukraine.

5. To chiefs of territorial administrations of Gosnadzorokhrantrud of Ukraine and inspections to take measures concerning studying of Rules by the state inspectors and to provide systematic control of observance of these Rules.

6. With entry into force of these rules to consider such which are not applied in the territory of Ukraine the Safety regulation and production sanitation in case of operation of water and sewer constructions on rail transport and in transport construction of NTsSV-171, approved by the Ministry of Railways of the USSR 24.08.70.

7. To provide with GP "Main Educational and Methodical Center of Gosnadzorokhrantrud of Ukraine" (Bazhenov O. K.):

edition and distribution of Rules;

Corrected studying officials of the Ministry of Transport and Communications of Ukraine, Ukrzheldortrans and the state inspectors, having provided it in the appropriate training programs.

Industrial safety rules in case of operation of water and sewer constructions on rail transport

1. General provisions

1.1 These rules extend to all companies and the organizations of Public administration of rail transport of Ukraine (further - Ukrzheldortrans) which are engaged in operation of water and sewer constructions on rail transport and establish safety requirements in case of operation of water and sewer constructions.

1.2 Rules determine requirements of labor protection in case of content and operation of water and sewer constructions on rail transport.

1.3 At each company 0.00-4.15-98 Provisions on development of instructions for labor protection, Gosnadzorokhrantrud approved by the order of 29.01.98 of N 9, of N226/2666, registered in Ministry of Justice of Ukraine for 07.04.98 and regulatory legal acts on fire safety (further - NAPB), instructions for labor protection and fire safety which act on the company, taking into account requirements of these rules shall be developed according to DNAOP.

1.4 Training and examination concerning labor protection of workers of water and sewer constructions are carried out according to the Regulations on training approved at the company, and the Standard regulations on procedure for carrying out training and examination concerning labor protection approved by Gosnadzorokhrantrud's order of Ukraine of 26.01.2005 of N 15, registered in the Ministry of Justice of Ukraine 15.02.2005 for N 231/10511 (NPAOP 0.00-4.12-05), and concerning fire safety according to NAPB B.06.001-2003 of the List of positions, in case of appointment to which faces N 1368, registered in Ministry of Justice of Ukraine 11.12.2003 for N1147/8468, and NAPB B.02.005-2003 of the Standard regulations on instructing, special training and examination concerning fire safety at the companies shall undergo training and examination concerning fire safety and procedure for its organization, the Ministry of Emergency Situations of Ukraine approved by the order of 29.09.2003 in organizations and the organizations of Ukraine, the Ministry of Emergency Situations of Ukraine approved by the order of 29.09.2003 N 368, registered in Ministry of Justice of Ukraine 11.12.2003 for N1147/8468, 1148/8469.

1.5 Preliminary (in case of employment) and periodic (during labor activity) medical examinations of workers are performed at the scheduled time according to the Procedure for performing medical examinations of workers of certain categories approved by the order of the Ministry of Health of Ukraine of 21.05.2007 of N246 and registered in the Ministry of Justice of Ukraine 23.07.2007 for N 846/14113.

1.6 All employees of economy of water supply and sanitary devices are provided with free of charge special clothes, special footwear and other individual protection equipment according to DNAOP 0.00-4.26-96 Provisions on procedure for the providing workers with special clothes, special footwear and other individual protection equipment approved by Gosnadzorokhrantrud's order of Ukraine of 29.10.96 of N 170, registered in Ministry of Justice of Ukraine 18.11.96 for N667/1692, (further - DNAOP 0.00-4.26-96) and NPAOP of 5.1.11-3.01-04 Regulations of free issue of special clothes, special footwear and other individual protection equipment to workers of rail transport of Ukraine approved by Gosnadzorokhrantrud's order of Ukraine of 21.01.2004 of N 12, registered in Ministry of Justice of Ukraine 06.02.2004 for N169/8768, (further - NPAOP 5.1.11-3.01-04).

2. General requirements of safety to water sewer economy

2.1 All water and sewer constructions, warehouses of reagents and utility rooms shall meet the requirements Construction Norms and Regulations 2.04.05-91 Heating, ventilation and conditioning approved by the State Committee for Construction of the USSR of 1991 (further - Construction Norms and Regulations 2.04.05-91), Construction Norms and Regulations 2.09.02-85). 2.3 All rooms of water and sewer constructions are equipped with the mechanical forced and exhaust ventilation according to Construction Norms and Regulations 2.04.05-91.
