The government of the Republic of Belarus and the Government of the Republic of Lithuania which are hereinafter referred to as with the Parties
based on the principles of equal partnership and mutual respect,
considering importance of transportations of passengers and loads as between the Republic of Belarus and the Republic of Lithuania, and transit to the third states,
attaching significance to coordination of activities of the Parties concerning development of rail transport of both states,
agreed as follows:
The terms used in this agreement have the following value:
"Railroads":
from the Belarusian Side - the Belarusian railroad;
from the Lithuanian Side - the managing director of public railway infrastructure and other railway companies (carriers);
"Office personnel" - the workers of the Railroads who are directly providing transportation of passengers and loads;
"The legal entity responsible for practical implementation of the questions specified in this Agreement":
from the Belarusian Side - the Belarusian railroad;
from the Lithuanian Side - Lithuanian Railroads joint-stock company and other railway companies (carriers).
Functioning of rail transport of the Republic of Belarus and the Republic of Lithuania, and also content and repair of railway vehicles, technical means, the organization of transportation work are performed according to the national legal system and the existing bilateral agreements, and also international treaties which participants are the Parties.
The technical and operational issues following from this agreement, and also questions of exchange of information are regulated by agreements between the Railroads.
The parties within the national legal system of the states shall promote free passing of transit and export-import cargoes across the territories of the Republic of Belarus and the Republic of Lithuania.
