About approval of the Procedure for exchange of the documents containing confidential information

1. Approve the enclosed Procedure for exchange of the documents containing confidential information (further - the Procedure).

2. Enact the Procedure from 01.01.2007.

3. To provide to heads of structural divisions of central office of FNS of Russia, heads of interregional Inspectorates of the Federal Tax Service of Russia fulfillment of requirements of the Procedure.

To heads of the Departments of FNS of Russia for subjects of the Russian Federation to bring this Procedure to subordinate territorial authorities of FNS of Russia and to provide its accomplishment.

4. From the moment of enforcement of the Procedure to consider invalid:

Sections 2 and 3 (except for Items 2. 18, 3.4-3.6) Instructions about operating procedure with the documents containing the data which are official secret of tax authorities, Russia approved by the order of the Ministry of Taxes and Tax Collection of 04.03.2002 of NBG-4-18/5дсп;

Items 1-4 of the order of FNS of Russia of 12.07.2005 NSAE-3-18/318 @ "About approval of the Procedure for exchange of the documents containing confidential information by e-mail";

Procedure for exchange of the documents containing confidential information

1. General provisions

1.1. This Procedure for exchange of the documents containing confidential information (further - the Procedure) regulates the requirements providing acceptance in tax authorities entering and sending the outgoing documents containing confidential information (further - the chipboard document).

The procedure regulates work with chipboards documents both in central office of FNS of Russia, and in territorial authorities of FNS of Russia (the Departments of FNS of Russia for subjects of the Russian Federation, interregional Inspectorates of the Federal Tax Service of Russia, Inspectorates of the Federal Tax Service of Russia for areas, areas in the cities, to the cities without district division, Inspectorate of the Federal Tax Service of Russia of interdistrict level).

1.2. Reference of information to confidential is performed based on the legislation of the Russian Federation and regulating documents of FNS of Russia.

Responsibility for reference of the data containing in the document to confidential information is assigned to the contractor and the official who signed or approved the document.

1.4. Requirements of the Procedure do not extend to the organization of exchange of the chipboards documents arriving in the Departments of FNS of Russia for subjects of the Russian Federation according to Procedure for exchange of documents in electronic form between inspections of the Ministry of Taxes and Tax Collection of Russia, inspectorates of the Ministry of Taxes and Tax Collection of Russia for areas, areas in the cities, to the cities without district division and interdistrict level of subjects of the Russian Federation approved by the order of the Ministry of Taxes and Tax Collection of Russia of 10.09.2004 of NSAE-3-18/494 @.

Requirements of the Procedure do not extend to the organization of exchange of technological data for which own regulations of exchange shall be established.

1.5. Acceptance and sending chipboards documents will be organized in the following structural divisions of documentary ensuring management (divisions of preschool educational institution):

- in Administration of central office of FNS of Russia;

- in Department of general providing (in General department, in Department of general and economic providing) territorial authority of FNS of Russia.
