Being guided by the principles of humanity and mercy, the Jogorku Kenesh of the Kyrgyz Republic decides:

To Exempt 1) from custodial sanction irrespective of term, and also from the punishment which is not connected with imprisonment, convicts:

a) serving as a part of field armies and connections, or being involved in fighting on protection of the USSR or in case of execution of the office debt connected with it;

b) women;

c) 60 years are more senior than men;

d) disabled people of the first and second groups, and also patients with severe form of tuberculosis (1 and 2 groups of dispensary accounting);

e) conditionally to imprisonment with obligatory labor involvement and conditionally exempted from places of detention with obligatory labor involvement at which remaining period of punishment by day of adoption of law constitutes less than two years.

2. Exempt from punishment of the minors condemned to imprisonment for a period of up to three years inclusive and who were earlier not serving sentence in educational and labor colony.

3. Exempt from punishment of the minors condemned to imprisonment for the term of over three and up to five years inclusive which were earlier not serving sentence in educational and labor colonies and served at least one third of the appointed punishment sentence.

4. Exempt from places of detention conditionally with obligatory labor involvement of convicts to imprisonment for a period of up to three years inclusive except persons falling under action of Items 1, 2 and 3 presents of the Law.

5. Exempt from punishment of persons, conditionally the convicts condemned to imprisonment with delay of execution of sentence and also persons condemned to additional types of punishment in the form of the reference and dispatch.

6. Stop production all criminal cases which are in the stages of pretrial investigation and case which are not considered by courts on the crimes committed to the introduction of this Law in force:

a) the persons listed in Item 1 and who are not falling under action of Item 7 of this Law;

b) persons who committed crimes for which the punishments which are not connected with imprisonment are prescribed;
